Phone says ... bootloader unlock allowed: yes
Forum says ... to unlock bootloader, use flashtool.
Flashtool says ... phone locked.

DO NOT POST QUESTIONS IN THE GENERAL SECTION!!!! It is the second time you're doing this, read the forum rules!!!

To your question:
Did you try the method on the sony side? Did you recieve an unlock code etc?
The last time I posted a question somewhere else it was moved to the general section, so go ask the moderator who did that.
Yes I tried the official method and I received an unlock code.

It took me 5 seconds of searching:

http://forum.xda-developers.com/xpe.../tutorial-backup-ta-partition-to-drm-t2234627
Thank you.
But I have tried the tutorials before. The issue is that EMMA says the bootloader is locked when it clearly isn't.

Then it is still locked.
Are you using the latest flashtool version? Did you try both the official Sony and the flashtool method, and did both fail? Did flashtool show any error when trying to unlock your bootloader?
I tried the Sony version. I don't trust the other one I downloaded as I dont know where it came from.
The fail is that 'phone is locked'.
How can I use the flashtool to unlock the bootloader if it won't hook up with the phone in the first place ?

Just follow the instructions on flashtool and post an output
The output is that when i get to the bit about connecting the phone and volume up/down thing, the flashtool says 'phone locked'.

There are 3 links for every OS it supports, that not tons of links. Just choose the hoster you prefer.

And even through the Huawei site I receive the code does not work.
For the software to work, you must setup the phone to be in manufacturer mode. See https://www.dc-unlocker.com/huawei-android-hisilicon-unlock-guide. Once you do that and use dc-unlocker software, then you will see the phone plus all options (those that appear presently disabled) will be enabled.
I did , but that does not change when I reboot
hmmm....you don't need to reboot....Just type *#*#2846579#*#*, select "Project Menu", "Background settings", "USB ports settings", "Manufacture mode". Then connect phone to PC and start dc-unlocker. When you search for devices, you will see your P9 with the options on the top right enabled.

I unlocked my phone and then de-branded it. I used dc-unlocker to unlock bootloader by purchasing needed credits.
I got the code! but it does not work

I'll teach him to fly, this system code makes me crazy
Ok. I don't know how or where you got the code from but assume it is not right. I say this as I used my code against the phone on a couple of occasions (change a c900 to a c432 version, etc) without any issue. Assuming it is not right, I suggest you buy credits on dc-unlocker direct. I think it is 4 euros or something like that. You just select the unlock option and it does it all for you.
I took the bootloader code and it does not work
http://www.noelshack.com/2016-32-1470691341-capture.png
Ok. Did you enable the property in Settings > Developer Options > Enable OEM Unlock ?
the code does not work, then I have had with DC Unlocker
I still like what solution?
I have 2 solutions:
1- You can try disabling "phone finder" app and try unlocking after. Some say this is the cause of making the bootloader being unable to unlock.
2- If the first solution didn't work, you can try flashing an older firmware on your phone.
I hope one of these work for you.
I can flash a firmware without unlocking the bootloader ?
I do not apply ' phone finder ' in my application ...

You don't need an unlocked bootloader to flash a firmware using the 3 button method. Try to flash an older firmware and then try to unlock your bootloader again.

To flash a firmware, download it, copy it on a /dload folder of an external sdcard and then boot your phone holding both volume buttons and power button. About SRK tool just look at dedicated thread. Is really simple to use it.

You advise me as what rom ?
I don't know what you want to do by unlocking the bootloader, but try using this SRK Tool. This should do the job as it also allows generation of the bootloader code plus unlock.

I did a lot of research, and the only way to unlock the BootLoader for free is to use PotatoNV software. Just wanted to let you guys know, so that you dont waste your time.
Tested and it worked on P9 Lite and P20 Lite.
If you need a guide, i can make one.

Yes ! Its work on P9 Lite VNS-L21.
after use potatonv & unlock bootloader I get error " FAILED (remote: image verification error)" during installation TWRP in fastboot mode.
for fix this error , I unlock bootloader again with new bootloader code in fastboot.
type below command in fastboot :
fastboot oem unlock **************** (instead of * , type new bootloader code)
I WASTED MY time for that.Potatonv s****s because why need disassembly for that
