Can you get PTT to work on the Kaiser without flashing to the AT&T ROM?

Short answer is no.
PTT requires a special RIL driver that is in the at&t Roms.

Is there a way to pull that out of the AT&T ROM, and include it into a cooked HTC ROM?

You are not going to be able to add PTT to a non-at&t Rom.
What you need to do is use an at&t Rom that has not been castrated to the point of having PTT removed.
The problem lies in the fact that there are hooks to at least a couple of the dlls that are specific to at&t Roms.
i have the same rom as i always had.....and i still have the the DLL's...
If you are running a stock at&t Rom then you don't need to reinstall PTT.
If you have followed the instructions to disable PTT your best bet is to hard reset.
I have attempted to create an installer to put PTT back into my cooked at&t Roms which retained the original at&t dlls but have not been able to get it to work.

If THREE network supports GSM and if your Tilt is unlocked, then yes!
3 Networks in Australia offers the TyTN II and possibly others.
There are minor differences between the TyTN II and the AT&T Tilt. The most notable being the missing front camera on the Tilt and possibly the keyboard layout.
As suggested earlier, if your phone is SIM unlocked and you have the proper connection settings for data, it shouldn't be a problem.
If you need data connection settings, search for 'Connection Settings' cab or download it from one of the repositories listed in the sticky in my sig.

I am using a Tilt on 3 Australia, no problems. Of course no video call cos it doesn't have the front camera, but for data etc it works great. PM if you have more questions.

I'm about to buy a HTC TyTN II, but it's locked to a operator called Telenor, and I use Tele2.
Does this "lock" go away with flashing it with another rom?
I flashed my HTC Tornado from Wm5 -> Wm6, but that one was not locked, I just did it for fun, will a operator lock go away with the same method?
It's not blocked on the network, but only one type of SIM cards can use the Phone, from what I understood.

Bumping this, can anyone explain what a security unlock is?
Security Unlocking allows you to flash radios made for other devices. The only radios from other devices that can be flashed to the Kaiser without bricking it are Nike and Polaris radios (AFAIK).
Security Unlocking also allows access to OEMSBL by pressing the power button and send button while the device is off, and access to more commands, but neither of these features are really useful to most people.
Right now I have an ATT Tilt with Radio 1.65.21.18
But it has alot of call issues, would changing the radio help?

The answer is a definite maybe - it depends on what's causing the 'call issues'. Did a hard reset stop the 'call issues'? Read the wiki/stickies so you're up to speed before trying any flashing.

If you are running a stock AT$T rom, probably not. AT$T doesn't just through in any radio. They test the best radio for the rom and use that.
I would talk to AT$T warranty about it. I have seen new sim cards solve the problem and new phones solve the problem, but I doubt it is a radio issue.
Can any AT&T Fuze owners confirm that this cab will run properly on the Fuze and actually provide a benefit?
In other words: Does AT&T turn off HSDPA on the Fuze by default, and will "HSDPA switch.cab" turn it on?
I realize that this topic has been flogged repeatedly on this forum, but I'm too thick to distill an actual answer to my question.
