Ok. Here's the technical information:
ROM Version: 3.57.502.2 WWE
ROM Date: 07/17/08
Radio version: 1.71.09.01
Protocol Version: 25.75.40.02.eMoH
I am using the ATT Tilt (Which is what the phone started as) ROM from the HTC site. I switched to this ROM because everything works flawlessly (save the issue about which I'm posting). I did just finish flashing the different radio.
I flashed the ROM two days ago, and haven't used the camera until today. I noticed that the number of remaining pictures was higher than normal. As it turns out, 2MP is the maximum setting at which I can take pictures. Up until this recent flash I've always had 3MP.
I have installed a plethora of cabs (quite a bit more than is acceptable to list at the moment) and I suppose it's entirely possible that one of those cabs may have disrupted the camera.
I'm not a "n00b" to flashing, but I'm relatively inexperienced at diagnosing problems specific to this phone.
Does anyone have any ideas? I've searched the "Read this before you post" thread, I've been searching google and XDA for a little over an hour now. I wouldn't have posted if I would have found a solution.

EDIT - To reiterate, I'm not entirely sure if it was the ROM flash, a radio issue, or some cab/ROM interference.
I did quite a bit more searching and discovered the problem.
It was not radio related. It was caused by a "fix" that was created by Nadavi. I installed this fix earlier in an attempt to get the 3MP setting back. When I installed the fix, the 3MP setting returned, but then my preview screen went black.

After downloading the 5.0.4 version camera, everything works now. I have 3MP back, and my screen is not black. As a matter of fact, the entire camera seems faster.

Hey guys,
This is really disturbing me. I ordered my Kaiser from a company in Hong Kong because the one in USA was a stripped down version. It had some liquid damage so I sent it for repair. The phone just came back in the mail and the camera is very sluggish. When I move the camera around, the picture becomes blurry. When I stop moving it, the picture comes back to normal after a second or so.
The HTC guys said they replaced the main board. I don't know if that would have anything to do with it or if the ROM they installed on it is causing this to happen. I did notice that the radio ROM is older than what it had installed initially ( it was 1.83 now its 1.65).
Please advice what I should do to correct this problem.

Yeah it would be a good idea to try a new radio, as they have been proven to be related to the camera.(why a radio would have anything to do with camera hardware i dont know) Also there are newer htc cameraversions out which will give you a little speed boost. dont expect much, everyone's kaiser has a sluggish camera.Some say it is due to a lack of video drivers but we wont really know until(?) the drivers come out. the camera is actually pretty damn good as far as quality, but the screen responsiveness sucks mah bawls. For me, it was a matter of getting used to the laggyness, and its bearable. somebody please release some drivers dammit! hope this helped. peace.

My phone's camera was as responsive as that. Now, it behaves like a camera of a normal flip phone where the picture gets blurry when you move the camera.
I will try upgrading the radio ROM and the regular ROM and see if that will work.
EDIT: They installed WM6.1 but I had WM6 when I send it for repair. Could that be the reason for sluggishness? Can anyone confirm if the camera gets sluggish when you install WM6.1 on kaiser?

I have downgraded to rc7 and rerooted my phone and am now running JFv1.51_CRB43-EU cupcake build with the latest radio and hardspl

it might be an issue with the camera app, try another app that uses the camera or a different radio. most if not all camera issues come from a bad radio on the phone
hmm, thats a thought will try barcode scanner or something, can you recomennd a good radio the one im using now is ota-radio-2_22_19_26I.zip

I had to return the handset (bought second hand) and moved back to the samsung Omnia
(miss android already though)

So last night I swapped out my Milestone for my Nexus One because it takes better videos in the dark... and I was hoping to film some performances on the closing night of one local nightclub in town.
The first few videos turned out really fuzzy and I was frustrated because this had never happened before I installed CyanogenMod 6. I quickly Googled the issue and found this:

So I tried the workaround - enter camera mode, touch to focus, then back to camcorder. Worked sufficiently well for my needs, but it really sucks that I lost out on the performances I filmed before I tried this.
One poster reports on the thread that flashing the Korean radio seemed to fix this. I had earlier installed Paul's pre-rooted FRG33 ROM and this included a radio update which is now still on my phone after reverting to CM6 (baseband 32.4100.32U_5.08.00.04). Thus my experience is that this was not fixed.
Anyway, has anyone managed a better solution than this workround? Thanks!

I am having a problem with my HTC one M7 (Rogers) . I am running Android Revolution HD 84.0 (and I have tried the last couple versions without any change in the problem). When recording video the colour information seems to be horribly skewed relative to the brightness data. The screen shows the video properly, the problem is only visible when playing back the video. Here is a video of the problem, and yes I see the irony in using a broken camera to record a video of another broken camera:
It looks like it is either reading a bunch of garbage data before the colour data, or starting partway through the colour data and reading off into another section of memory (I don't know if it is read top to bottom or bottom to top).
I tried changing ROMs and cycled through the last few versions of ARHD without any change in behaviour. I did a factory reset and there was no change. I am not sure what provoked the problem as I don't frequently review my videos so I don't actually know when it started but it was in the last 2-3 months.
My hope would be that the next step is to re-flash the camera firmware but I haven't any idea how to do that on this phone or where I would obtain camera firmware.
Has anybody run into this before? What should I try next?

This is a known issue with the HTC Camera App. Not a Rom issue or an problem with your camera.
Recording at 1080x720 works fine. It was something to do with HTC implementing the eye experience on the M7 Camera app. You can replace the camera app with an older one but you will lose the eye experience. Or record at 1080x720

because i bought a new phone i gave my "old" Nexus 6 to my wife. Since a updated to Marshmallow i had problems with the camera. It stuttered while making a video. But i dont often used the camera, so i ignored it. My wife is Snapchat addicted and she can't make good videos with the front camera of the N6....it's like a slide show....the record is not smooth. I searched at the internet and a lot of people have the same problem since Adnroid Marchmallow ....
I flashed her CM 14, because i thought it might be a problem with the stock rom , but the problem remained. So my question is. Because i know i had not the problem at Android Lollipop. Is there anybody who had the same problem and solved it with flashing another rom? Or is it worth to try another kernel? I looked at the "rom forum" and found the "sky dragon 5.0 with a "new" kernel and probably i will try this. So my question is....is it a problem with the rom? is it a problem with the kernel? is it a problem with the hardware? What you expert think its the best way to fix the problem (i tried tips in the internet like diasble geodata at the photos or disable the battery safer for the camera app).
I hope you are able to understand my english. Otherwise i will explain it in other words.

Flash a factory image (will wipe the phone 100% but take it back to bone stock). If the camera issue is present on stock rom, stock kernel, with no modifications, then it's a hardware issue.
i have had problems with stuttering camera app before but it was fixed by resetting the phone. not really sure why after installing a new ROM you still facing this issue.
have you tried other camera apps? download a free one from the store and see its the same deal.
My first Nexus 6 had no issues whatsoever. When I had to RMA that one for the massive battery bulge issue, my second Nexus 6 had the camera stuttering issue. It would happen whether I was taking still shots or video. Obviously it was more noticeable on video, but it still made taking stills difficult. I took a video at the time to post on here to see if other people where having the same problem, but actually never got around to posting it...

Anyway, I RMAed that phone for the camera issue but then the third N6 had the same issue. I decided to live with it though since (a) Motorola has a really frustrating return policy/procedure, and (b) since two different devices had it I didn't think there was any guarantee that an RMA would fix the problem.
Fortunately, I've noticed that lately (running Nougat now), the stutter has mostly gone away. I'd say that for still pictures it has gone away entirely. For videos, I think it is gone as long as you use the stock camera app. I've noticed that if you use other apps, like Instagram for example, my video still has issues. In that case though, it's more of a constant refocusing issue than a stutter issue.
So moral of the story is... for me at least, it seems to be ok on Nougat as long as you stick to the stock camera app.
