If you want to flash to CM7, you must first flash to 2.1 with fastboot. Then you can flash to 2.3 by fastboot

Well you need to flash a 2.1 with fastboot first, then a 2.3 or 2.2.
Flashed 2.1 fastboot and then 2.3 works fine.

You need to copy the ROM to sdcard, get into recovery and wipe clean followed by flashing the rom zip.
I recently flashed the official froyo, now i'm not too happy with it, how would i go back to cm7? do i need to flash the GOT 2.2 again or can i install it over the official one?

No need. Flash vulnerable recovery and then apply CM7. It is in times like this that a nandroid backup would be so helpful.

First change rom to 2.3 then flash the appropriate kernel.
I don't think it really makes a difference, just that one is slightly less risky than the other.

No need for reflash of rom in any circumstances... point is entering flash mode to flash correct kernel is much more doable and likelier to succeed than entering a kernel embedded recovery to flash a rom.
Hence rom first, then kernel.

I'm curently on nAa ICS kernel and his MiniCM9, and want to get back to Achotjan Semc Debrand Engine 2.3 with nAa 11 kernel
From my experience there is no difference at all because the kernel you wanna flash has a recovery and gives you the option to flash your rom. For example when I wanted to revert back to stock without using seus I flashed the rom first and then the kernel because if I did otherwise my device would be softbricked. I hope I made my self clear. The choice is up to you. But I like flashing the kernel first;-)

you cant build a house without foundation! flashing the kernel first is only proper way to do this!
1.put 2.3 Rom in SD
2.flash a kernel
3.on 1st boot(at kernel logo)push back button rapidly to enter cwm
4.make a full wipe and install 2.3 rom
5.done

i flashed XzK-v25 by recovery in xperia z 4.4.2
every thing is ok but wifi doesn,t work .
i try doomlord kernal but it like that and wifi doesn,t work after flashing.(by fastboot & recobery both of them) and all costom kernal in 4.3 and 4.4 android system
my wifi wont turn on after flashing
pls help
