I am on ICS.
When I try to download a 13MB attachment using the stock email client and mobile data I get the following message:
The attachment cannot be downloaded until a Wi-Fi connection is available.
Googling it I find references for other phones to an option under "Battery & data manager" but battery & data are different options in ICS and data does not have an option for data saver.
I can download smaller attachment fine.
Any ideas?
Go to settings in the e-mail app. Go to your account and look at the download size settings and also make sure download over WiFi only isn't checked

Download size is set to All and Sync over Wi-Fi only is not checked.
This seems to be a remnant from GB that they provided no option to change in ICS.

Hey Diamond12, did you ever figure out how to turn off "data saver mode?"
I'm having the same problem with my Droid Maxx on 4.4...

No, sorry, the attachment downloaded over WiFi and I haven't got another large attachment since then.

Just picked up a WP7 it wont let me
Download apps from the market. Says its unavailable and check back later. Anyone else have this problem? Oh and is there any way to change my default windows live account and delete my old one?
I think the only way to delete the first live acct is to hard reset.

Go to Internet Explorer and Settings. Make sure that you have a check mark for "Allow cookies on my phone"

I tried that.. it says "Cant get this info right now. Check back in a little while" when i try to download any app... this is pissing me off
Have you tried over Wifi? Does any other Internet-enabled app such as email or IE work? Is your Windows Live account OK? Have you tried Microsoft's technical support?

Thanks. Was having issues to why I can't download and install games until I saw your suggestion. Earlier, I un-check "Allow Cookies On My Phone" and that was the reason why. I got it to download and install the games now.
I NEVER HAD A PROBLEM DOWNLOADING WITH MY OG DROID. Whats up with that? Did something change with the market or is it this a change with the market? Anyone else having this issue?
There is a setting under Settings > Battery and Data manager > Data saver that only allows the market to queue downloads and not download them until wifi is connected. Check that.

Root the phone. Download sqlite. Look for a file called settings storage. The correct one has a symbol looks like tools. Select the sub file. Go down and edit the line that says entitlement check. Change the value from 1 to disabled. Save and reboot. Enjoy making a wifi hotspot.

any sqlite app will work. its like the file manager apps that allow you to see the root files and the ones that normal file managers won't let you see. any one will work.

thanks for getting back with me. and honestly this is fast. i appreciate it. i must admit that i finally found the file but it was in a excel type of format and i couldn't change anything. im going to try another one and see if the paid ones make a difference.

ok. i got it! rihgt before i paid for 1 i tried (SQLite Editor Pro Free 3.0) by HT SOFT. i clicked on SUPERUSER and noticed sqlite was blocked! so i deleted it out of the blocked setting log and then exited superuser. clicked back on sqlite and there was the screen asking which permission to grant, 1 minute 10 minutes or forever. i clicked forever. (questionable) then i went right to the file and was able to edit it.. thanks again. i appreciate the smart guys helping the, well, not so understanding guys! lol...

Rooted & Change entitlement no internet
Help please!? I have rooted my Atrix HD, changed the entitlement to disabled thru sqlite and I can now mobile hotspot which was not working before....but....I can connect devices to the phone but each one states "limited or no internet" yet the phone has full 4g internet (cuz I can surf with it while mobile hotspot is on) but NONE of the devices can surf. I have changed the ssid and the passwords and have tried the open protocol as well as the wpa-psk options and still no surf on any device....
Please help...been trying to mobile hotspot with this phone every since I upgraded from the Atrix 4G which I loved.

Most ROMs have tethering built-in, so you could go that route.
Hi everyone, this is a really irritating problem, I hope someone can help.
I can no longer download unless I'm using a wifi connection. This applies to the Play Store as well as email attachments and even saving files/images from the web browser. If I switch to a wifi connection it works.
Everything else works fine. I've tried clearing data from the download manager in Settings --> Apps but that doesn't fix it. Kinda run out of ideas.
I'm using a stock Galaxy Note 4.04 (non rooted) on Orange, UK.

Playstore-->menu-->settings-->untick download only using wifi..same applies for downloader managers as well.
Pressing the thanks button requires just few seconds and a mind n heart that feels satisfied

seems to be a problem with your APN.. check that out

I've checked and "Update over Wifi only" is not checked. I've tried checking it and unchecking it again but still no joy.
As for download managers... I am using a stock phone. I don't know how to change any settings in the download manager. All I can do is remove the data when I visit Settings --> Apps.
If I try to download it downloads about 8k and then stops. If I then enable Wifi the download continues normally.

I think you might be onto something here, but I have no idea what I'm looking for.
When I go to Settings --> Mobile Network, --> Access Point Names I'm presented with:
Orange UK internet
Orange Broadband
Orange UK MMS
The first one is selected. If I click on any of them I'm presented with the following:

They don't appear to be editable.
May be u need to delete and re enter then. make sure u have setting for the. else contact t the service provider
So I'm running CM9 4.0.4 ICS Liberty on my HTC Aria. I seem to have an issue where when I get MMS I get no notification because it hasn't downloaded the message. I keep my data off and therefore the message just sits as unread but I don't hear a sound nor will it show in my notification bar. Can I just replace my current MMS apk with a stock version that hopefully will auto download my MMS without me needing to go turn on my data. When I was running stock it was easily done without anything on my part.

So you are looking for an app that will turn your data on automatically, download the message, then turn it back off? I am not sure "stock apk" will do that any better than the stock CM9 app? Do you have Auto-retrieve and enabled in the Message app settings?

Correct. I do have auto retrieve enabled. I'm trying to get the functionality I had prior to rooting my phone. Since I was on froyo I don't really know if this was no longer the norm with ICS. My messaging app won't turn on my data at all I need to turn it on to download or send a picture. With out data on it just is continuously sending or it won't download.

OK, I get where you are going with this... I think this is generally a "stock" ROM thing, I don't know of any aftermarket ROMs that do this. Generally turning on mobile data automatically is considered a bad thing but at the same time the messaging app should handle it more elegantly. Have you tried Textra or Handcent or possibly turning auto-retrieve off?

I haven't tried textra yet but I did try handcent. Didn't really like the app and it sent images as a link instead of attachments. The only app work around I've found is tasker and enable data by SMS. Both are just workarounds. Maybe I'll just look for a different ROM.
