Instructions for eng-soff
1) Download the package
2) Extract the zip
3) Boot into fastboot
4) Run the installer
5) Reboot
Instructions for s-off (PD98IMG)
1) Download the file
2) Place the file in the root of the sdcard
3) Reboot into bootloader
4) Once asked to flash the file press the up volume button
5) Reboot
If this fails you either dont have the fastboot driver OR your device needs eng-soff if you are s-off you can use the PD98IMG file made by steam.
IT WILL NOT WORK IF YOUR S-ON OR UNLOCKED BOOTLOADER
Also I can tell you flashing anything with fastboot is RISKY i.e. splash, radio's, etc

So here are the things I did with my HTC One.

2. Root the phone. Everything was fine.
3. Tried to perform S-OFF using rumrunner using Parallels (though Rumrunner said no VMs) and sugo proceeded, but still have S-ON.
4. Phone was working fine.
5. Installed Android Revolution HD 40.3 following the guide here, http://forum.xda-developers.com/showthread.php?t=2265618.
6. Performed wipe then reboot.
7. Now stuck in boot, HTC will load then it will turn off, then it will turn ON and proceed to recovery, I was using the latest TWRP recovery.
8. Nothing change after multiple tries.
9. I need to find the correct RUU, but I can't seem to find it, anyone who can help please?

There's an old RUU for you, but you need s-off to run it.
so before that, what exactly is the TWRP version number, please reboot to recovery and tell us which version it is.

yes and exactly which one 2.6.3.0 or 2.6.3.3, it makes a big difference, here's 2.6.3.3 http://techerrata.com/browse/twrp2/m7 don't use a download manager otherwise it will fail, check MD5, then flash it and install 40.x again, should be ok then.

i have buy from the ebay an HTC ONE m7. it was Tampered and unlocked with cyanogenmod 11 and root ofcourse.
So my question is how can i rebuild it to the original phone it was with the original ROM and Lock ?
i have try some ways from threads i have read but with out success.

You would need to:
Download this file Guru Reset 4.19.401.11 and place on your sdcard
Boot into bootloader/FASTBOOT USB
Flash TWRP 2.6.3.3
Code:
fastboot flash recovery openrecovery-twrp-2.6.3.3-m7.img
fastboot erase cache
fastboot reboot-bootloader
Boot into Recovery and install Guru Reset
This will take you back to stock and you will get the chance at the end to decide if you want to remain stock or root.

can from the S-OFF going back to S-ON somehow if i do it?

To receive updates you need stock rom and stock recovery. Here is nkk71's post on OTA Updates.
Also, it might be better to achieve S-OFF before the updates. It is sometimes a lot easier with the lower version numbers.

If thats the case you did not install the Guru Reset correctly
re-flash the guru reset and choose yes to stock recovery and radio and No to Root. When done correctly you won't have TWRP and the updates will work
I do agree though ...Get s-off before updating

My apologies, I didn't read your post properly and didn't realise that you are on the XT1064, use this method to root instead, it is universal and will also flash a recovery for you

Well, without more information about the actual error message... my suggestion would be to flash a full image from Google without the wipe command flag. (You remove the "-w" from the flash-all.bat)
You can try using the browser based flash tool if downloading platform tools/ADB is too much for you. It's supposedly easier, but I've never used it before. It also might wipe your device by default, so be careful?

Being bootloader locked, about the only thing you can do is flash a FULL OTA IMAGE available from Google's website and flash it from recovery using ADB. This procedure has also been called a "rescue ota". You cannot flash a full image via fastboot (because you are locked) but you can flash the OTA from recovery. There are instructions on Google's download page. Just pick the newest OTA image available. The most important thing is to get adb/fastboot set up correctly on your PC. Always easier to learn when your phone is working properly, but still not that difficult to accomplish and verify proper installation. Start with the very latest (February 2021) adb/fastboot binaries. Drop those files (and the image) into a folder and add that folder to your path statement. ADB only works in recovery NOT in fastboot mode like your screenshot. If you have questions or need more info, PM me.

I've not had a locked boot loader for longer than 7 days in the past decade, so my experience is poor... but I always thought that the locked bootloader would deny usage of foriegn images like a Magisk patched boot.img or something else. It's surprising to me that you would not be able to flash a full Google image directly with Fastboot. Am I wrong?

From the screenshot provided, OP's bootloader is locked, so he cannot fastboot flash ANYTHING. Within the stock recovery there is an option to flash a full OTA image via ADB from a laptop or PC. A recovery OTA is the only way forward in this case, and is dependent on whether he has a working recovery. I've seen this method save many bootloader locked phones. Hopefully OP will come back and let us know he was successful.
I have rooted S21 ultra Exnos it has TWRP and decrypted what i want to ask is
If there is new firmware released which i want to update it then what is the procedure so that i can have my settings , root. and internal storage date? even TWRP
as device is decrypted if i flash the stock samsung firmware via ODIN then it will encrypt storage again right? which will format my internal storage as that is main thing... which i dont want and will overwrite the stock recovery also

First, search for the ROM that you'd like and find out what suites you best yourself, that way you're more aware of the risks and what you actually need.
Second, flashing any ROM on decrypted device doesn't encrypt it again as long as you flash the decryption zip again like dm-verity, and flashing ROM with ODIN doesn't replace the recovery. You need to flash recovery through "AP" to do that.

i was talking about G998BXXU3AUF6 Samsung stock firmware which has 5 files total in ZIP but we need to flash 4 including AP
and i was not aware of that dm-verity zip will work in Samsung devices too as i decrypted it by the method which was mentioned in TWRP by command multi disabler

If you mean stock ROM you can get yours from sammobile it has whole archive of ROMs.
DM-Varity was just an example, you can use whatever works for you.
Also you can always just flash TWRP again. No biggie.
