So here are the things I did with my HTC One.
1. Unlocked the bootloader.
2. Root the phone. Everything was fine.
3. Tried to perform S-OFF using rumrunner using Parallels (though Rumrunner said no VMs) and sugo proceeded, but still have S-ON.
4. Phone was working fine.
5. Installed Android Revolution HD 40.3 following the guide here, http://forum.xda-developers.com/showthread.php?t=2265618.
6. Performed wipe then reboot.
7. Now stuck in boot, HTC will load then it will turn off, then it will turn ON and proceed to recovery, I was using the latest TWRP recovery.
8. Nothing change after multiple tries.
9. I need to find the correct RUU, but I can't seem to find it, anyone who can help please?

There's an old RUU for you, but you need s-off to run it.
so before that, what exactly is the TWRP version number, please reboot to recovery and tell us which version it is.

yes and exactly which one 2.6.3.0 or 2.6.3.3, it makes a big difference, here's 2.6.3.3 http://techerrata.com/browse/twrp2/m7 don't use a download manager otherwise it will fail, check MD5, then flash it and install 40.x again, should be ok then.

Instructions for eng-soff
1) Download the package
2) Extract the zip
3) Boot into fastboot
4) Run the installer
5) Reboot
Instructions for s-off (PD98IMG)
1) Download the file
2) Place the file in the root of the sdcard
3) Reboot into bootloader
4) Once asked to flash the file press the up volume button
5) Reboot
If this fails you either dont have the fastboot driver OR your device needs eng-soff if you are s-off you can use the PD98IMG file made by steam.
IT WILL NOT WORK IF YOUR S-ON OR UNLOCKED BOOTLOADER
Also I can tell you flashing anything with fastboot is RISKY i.e. splash, radio's, etc

ENG S-OFF supports additional commands and offers several more options in hboot

Before 3 months ago I wanted to make the my HTC One to GPE.

It worked great I really enjoyed this experience versions.
Now, I want to install Android Revolution HD 61.1 and I do not understand what the process I have to do.
I downloaded the file's version.
I enter to Recovery and installed from the file.
The device startup with a new version but there were some problems:
- Google's logo still appeared to me the operation of the device.
- It is unable to connect to Google's services.
- At the first time after the device turn on the sim card is not work but if I turn the flight mode on and then turn it off the sim work correctly.
*sorry about the incorrect English.
Make sure you do a full wipe from within the Aroma installer.

Aroma installer is the interactive installer within the ROM's flashable file that guides you through the installation process. Put the ROM you want onto your SD card, boot to recovery, install the zip, and when the installer comes up be sure to tell it to perform a full wipe. As for the picture in your post, that's HBOOT.

Anyway, I want to return the device to its original condition, with the HTC logo and then flash the version again.
Wipe before the installation. Wiping afterwards would just delete everything. If you're trying to just put Android Revolution on it, you don't have to go the entire way back to stock condition just to do it. Simply wipe and install. If you're S-OFF, you can update/change the firmware and all that, but it won't prevent the phone from functioning.

flash latest 4.19.401.11 firmware from here: http://forum.xda-developers.com/showthread.php?t=2365506
that should update hboot etc, back to HTC Sense edition.

well this firmware: http://www.androidfilehost.com/?fid=23329332407579996 (from @vomer's guide) will get you back most (or hopefully all) HTC Sense firmware (except boot.img which comes part of the custom ROM, and recovery)
no need to relock bootloader since you're s-off, but remember:
fastboot oem rebootRUU
fastboot flash zip <name of firmware>.zip
fastboot flash zip <name of firmware>.zip <- yes TWICE !!
fastboot reboot-bootloader

i have buy from the ebay an HTC ONE m7. it was Tampered and unlocked with cyanogenmod 11 and root ofcourse.
So my question is how can i rebuild it to the original phone it was with the original ROM and Lock ?
i have try some ways from threads i have read but with out success.

You would need to:
Download this file Guru Reset 4.19.401.11 and place on your sdcard
Boot into bootloader/FASTBOOT USB
Flash TWRP 2.6.3.3
Code:
fastboot flash recovery openrecovery-twrp-2.6.3.3-m7.img
fastboot erase cache
fastboot reboot-bootloader
Boot into Recovery and install Guru Reset
This will take you back to stock and you will get the chance at the end to decide if you want to remain stock or root.

To receive updates you need stock rom and stock recovery. Here is nkk71's post on OTA Updates.
Also, it might be better to achieve S-OFF before the updates. It is sometimes a lot easier with the lower version numbers.

If thats the case you did not install the Guru Reset correctly
re-flash the guru reset and choose yes to stock recovery and radio and No to Root. When done correctly you won't have TWRP and the updates will work
I do agree though ...Get s-off before updating

My apologies, I didn't read your post properly and didn't realise that you are on the XT1064, use this method to root instead, it is universal and will also flash a recovery for you

I Have a PRA-LX1C33 (P8 Lite 2017), with bootloader unlocked provide by Huawei.
I need to install a rom PRA-LX1C432, but I need to install first a recovery, and that's when trouble begins.
I try anyways to install TWRP Recovery, but without success. I try "fastboot flash recovery [recovery name]", and "fastboot boot [recovery name]"....
Nothing. Give this error, see the image.

This error happens when frpLock is enabled. Huawei fastboot requires OEM unlock+frpUnlock. Search around how to disable it.

You will need to flash stock Oreo again, boot it, and remove the OEM lock from developers menu. After this you can flash normally in fastboot.

In advance Thanks, but I not have oreo rom stock, i have nougat. To have oreo i need first change oeminfo, because my rom is PRA-LX1C33 and i need PRA-LX1C432 european.
I see th rom here http://www.stechguide.com/huawei-p8-lite-2017-b322-oreo-firmware/, but I'm afraid to install because mine is C33, not C432.
I stuck, and i don't no what to do.
Okey, so you just need to do the same thing on your Nougat firmware (in Dev. Menu) to release the frpLock. If the option is not available then flash the firmware again, unlock OEM from Dev. Menu then unlock bootloader again.
What's your current situation ? ( Rom booting, recovery installed, firmware version...etc)
