I bought my Nexus 7 last year when I lived in the US. I also redeemed the $25 promotional Google Play Balance and I used it but for $0.87.
Now I'm stuck in a very strange situation. The balance should have expired on September 30th 2013, but I still can see it on my Google Wallet.
Unfortunately that's quite an issue for be because in the meanwhile I relocated to Italy and last week I opened a Google Play Developer account.
I'd like to make my account a merchant account but I can't since until I have Google Play Balance I cannot "move" the account from my old american address to my new italian address.
Did Google already remove your expired Google Play Balance?
This actually sounds like something customer support can fix for you. Give them a call.

After I started this thread I contacted Google but they cannot help me.
They said they are going to introduce the possibility to move accounts but until they do I'm out of luck

Google has been helpful support wise in the past for me. Just ask them to remove your balance. Trying a new rep a few times might help, sometimes there is someone go goes above and beyond what they are asked for.
I still have like a $0.03 balance and I bought on launch day.

I Don't know how but, yesterday my google account got hijacked. I have no idea how, I never share my account details to anyone. The hijacker bought several items and in the end leaving me in debt with exactly 278 dollars. I have no idea how my account got exposed. And my password is all numbers and it follows a certain pattern that only I know.
(Used to be, I changed it and cancelled my credit card)

check your bank account. maybe those messages in your inbox are just spam

Forward the emails to Google and ask them to explain, since they say the purchases were not made on your account but the money was taken. Keep pushing Google with this as something has obviously happened.
I have a specialist looking into it. They located the Hijacker, he's in North Carolina. He was using a tablet and entered my google account to the Google Play. The charges were made by an in-game purchase. They're working on getting me a refund and tracking.the thief.

I pre-ordered a nexus 7 8G and it came last Friday. I logged into playstore and got notified of my 25$ credit. Seeing it's a solid tablet I decided to give it to my parents. The next day, I walked into bestbuy and got a 16G, but I didn't get any credit after I linked it w/ my Google account.
I checked the playstore online and didn't find a place to complain, because it wasn't ordered from the playstore.
I'm wondering if anyone else is on the same boat as mine? Is there a way to claim the credit?

There was a glitch where a factory restore would allow you to get extra credit so to combat that they probably took away the ability to get multiple credits to one gmail account. Just a guess'

I bought two from play store.. one connected to my google one to wifes.. only got one $25 credit.. CS told me it was one $25 credit per Credit card...
My understanding is that you only get the credit once per google account. So if you linked the 1st tablet to your google account and were given the credit than you're done no more credits because it's linked to the account not the device.
Do a factory data reset, have your parent create their own Google account and sign in with it. They should get the $25 credit during initial setup once they link a credit card. Just activated my 2nd unit yesterday with my other Google account and got the credit right no problem.
Two different CC cards? Or the same CC on the two google accounts?
Use your parents Google Account to activate, should load the credit on their account.
It's one credit per account, due to all these replacement units... People would be getting $25 credits for each defective unit they'd received.

We've been purchasing apps without a problem until today. I went to purchase Greedy Spiders for $0.99 and I could not use the Google Play gift cards. The card was greyed out with a message right below the cards stating "This payment method has been declined.", but noting a balance of $12.05.
I called Google Play support and had to go through 3 calls and 6 support reps before one finally addressed the problem. The developer of the app is not allowing payment using Google Play gift cards. The developer of the app only accepts payment by credit card. This seems crazy to me. It's kinda like going to BestBuy and being unable to use BestBuy gift cards to buy a Sony TV because Sony only accepts credit card payment.
I'm not sure how many other developers are not accepting Google Play as a payment method, but I wanted to share the story.

yep. Aren't those gift cards supposed to help protect you from compromising your personal information online? ID theft is a pretty huge problem nowdays. I would be wary of doing business with that developer....
While I'm certain this vendor is the exception to the majority as I've had an Android phone for years and never experienced this, there will always be some vendors unless Google changes their policies to prevent developers from doing this. IMHO, I blame Google more than anyone. Google should not be providing developers the option to exclude Google Play gift cards when developers sell their products through the Google Play store.
I just came across this issue too but it seems to be for EVERY app or movie i have tried to download. I have a google play balance of $85 that seems to be utterly useless now! I need to do more research into this because this is just not acceptable and i feel extremely cheated. This is the first thread i came across so thought i would share my experience. If anyone has any input or an alternate reason as to why i can no longet use my play credit to make purchases i would be very interested to know.
Well with respect, Google Play is more like Amazon or EBay as such they allow anyone to write an app and publish it. And since Google is a world wide service, some countries may not or be able to accept that gift card service.
It happens but it is rare. We dealt with this with the initial $25 Play Store credit we got with our Nexus 7s. A very few developers wouldn't/couldn't accept the Gift Cards...
Or maybe it is a time factor. Maybe the listings have to be updated to accept gift cards?
I don't see a huge issue with this. I personally like the idea that devs can choose their method of choice.

My problem with that is that i cant find a single app, movie, or song i can download with my play store balance. If there is NO devs that are going to accept gift cards as payment then Google needs to reimburse me for the money I already put out on their gift cards to download from their store which now seems to be completely void. If i knew i was going to be put in this position when i spent $150 on gift cards i would have never bought them. They claim on the card they are good for all purchases from the store apart from tangible products and when outside the US. I will be calling them tomorrow during business hours to bring this issue up.

I agree. When I got my N7, I had no problem using my $25. Seems fishy to me. It shouldn't matter if the money came from a gift card, green is green.
And I was just thinking about getting a gift card for the Play Store. After reading this though, maybe I should try something different.
Well now.. that is pretty retarded.
If your goal in writing an app is to harvest credit card information, it makes perfect sense.

Hi, I know it's a bit late but I have just found a SOLUTION to this problem. You can solve this by creating another Gmail account and using the same payment method as this problem is not related to the the payment method but the account as I have found. Go into Settings>Accounts>Add Account>Google>New. Then create a new Google account which will work alongside your present Google account and NOT replace it. Go to the Play store and swipe right across the screen and you will see a drop down menu from your present Google account going into the Google account you just made. Use this new account to purchase the application. The application will be downloaded to your phone hopefully without your "payment method being declined" .
First I've heard of sellers even getting that opton. It's not on my developer console. How would the developer know anyway? The income isn't broken down by method of payment. nothing related on the merchant account either.
I suspect a glitch rather than anything deliberate.

App writers never see credit card information. Only the payment processor (in this case google) does.
The first Nexus 4 that I purchased was using a vpn and my debit card issued in my country (Dominican Republic), I used to enter the google play web from my pc using the same vpn but one day i forget to turn the vpn on and for my surprise, when I went to the google play page I had full access to all the content like apps, movies, tv shows, music, magazines, and devices. Ever since I had been able to purchased a few more nexus 4 to friends.
At the same time my Play store (in the phone) got full access too. I don't know why nor how this happens but I totally like this. I have asked many friends to enter their play store to see if they had access to movies, books and such but they only had access to Apps and Games.
I FEEL LUCKY!
As for Google's Music service, I know it can be bypassed to work any place but lately I have been reading that some people couldnt use the new All Access service because they were in unsupported countries. I tried to subscribe today for the free trial and boom it works perfectly.

After I purchased the 2nd N4 for my colleague, Google assumed that I am either an American citizen or live in the States.
Since then I have also full access to the play store incl working wallet.
Funny part: I tried last time to download a localized application for Taiwan, Play store told me that this program is not available in my device country.
And this is only for 1 Google account.
Logged in with a second one, application was available.

Reporting that everyone who bought a Nexus 4 through the play store in Colombia can also access the us store without the need of a Vpn, including me. I haven't tried the music thingy because I don't care about it, but I guess it should work.

She had a galaxy S2.
Google is no more using IP address to get the country of user. They stopped it about 3 months back. Since you used to use VPN to connect Google thought your country of origin is US and since now they have stopped checking IP's it doesn't know you are not from US.

Do you know how they are controlling it now!? I'm able to enter the american play store by using Tor Network, but as soon as I log into my account it drives me back to brazilian play store and I cannot conclude my purchase.

I dont think any one is going to give you their acount for free. Its just $25 one time fee for a android development acount and that includes puting apps on the app store.
Dont rip off google they're actually reasonable priced compared to apple ($99 a year)

I have an account and it is 1 year Old account having 1 app removed. But i cannot give you this account in cheap price.
As i told you above that it is an old account and its working from 2 feb 2018. It will cost you 500$. Sorry for this much price because right now there is no other option to make google play accounts from genuine card holders and they dont give their cards to us free.
