Ok, so I see these words a lot and I want to proceed in learning.
So can anyone tell me what this is and how do I "turn it on" or how do I access it in my phone. I can't find it anywhere. Thanks in advance!

I'm not sure exactly what it is but I can tell you how to turn it on.
Settings --> General Tab --> About device --> Tap the build number repeatedly and you will see the message "You are X steps away from becoming a developer." Just keep tapping and it will say that developer mode is enabled. Developer options will be at the bottom of the General tab. You'll see USB debugging in those options.

I cannot figure out how to get into dev options to enable usb debugging when on a 4.2.2 stock sense rom. I know you're supposed to tap build number in about, but I've tapped everything and nothing pops up.
edit: nvm figured it out

I seem to have lost the ability to check off USB debugging since upgrading my Gear... has this happened to anyone else? ... I see no mention of it here. Is there a fix for getting it back?

Yes it works!
Go to the settings menu, and scroll down to "About gear." Tap it.Scroll down, where you see "Software version". Tap it seven (7) times. After the third tap, you'll see a playful dialog that says you're four taps away from being a developer. (If only it were that simple, eh?) Keep on tapping, and *poof*, you've got the USB Debug option back.

Does anyone know where to get Moto X device art?
Art as in artwork? Check Google.
If you're talking about the ART runtime, then you need to enable developer mode.
Goto settings->about phone->build number. Tap that box several times and you should see a message that you're now a developer.
Now hit back and you should see developer settings above about phone.
Tap developer settings, then tap the toggle button at the top right to turn the settings on. Scroll down until you see runtime. It'll say Dalvik. Tap that and you should be able to select ART. Once you confirm your setting, the phone will reboot.
Once it reboots, your phone will show a small box that says optimizing apps. Don't touch anything and let the phone finish its thing. Once it completes, all of the apps should be running using the ART runtime.

Well, it's not like the one and only name is mandatory. "Mockup" just makes it easier to search for, at the time.
Just wondering if there is a way to enable this through adb or something? The problem is, I go to Developer Options and and scroll to "Allow Mock Locations," I check the box, I back out of Developer Options, I go back into Developer Options, and Allow Mock Locations is unchecked. What gives???

I did actually. Deactivate Mock Mock Locations or uninstall it altogether. Reboot.
Go into Developer Options and enable "Allow Mock Locations."
Reinstall the Mock Mock Locations module, activate it, then reboot.

I had the same problem after installing fake pokemon gps modules in xposed on Android 5.0.
Here is what I did To fix:
1.) uninstall all the fake location and hide mock location apps.
2.) Boot phone into recovery and reinstall/flash the xposed zip file.
I have a H872 running on 11G. I am not able to enable developer options.
I've done the whole going into "About Phone" and tapping on build, no go.
I've rebooted and that didn't work.
A hard reset didn't work.
Trying in safe mode didn't work.
I've tried a fresh install via the 11G kdz and that didn't work.
I tried QuickShortcutMaker to try to get there and that didn't work.
I tried Nova Launcher's shortcuts option (suggested by someone a couple of years ago, in a post on the G5) and that didn't work.
I've run into a wall at this point and would welcome * any * suggestions.

Hmm, you're sure you tapped the "Build Number" in "Software info" in "About phone" a total of 7 times? Usually I'll just spam it to be safe until it shows that Developer Settings has been enabled as a toast. Developer Options should also just be in the "General" tab in settings about "About Phone".
@FrumpyElk you can try this:
*#546368#*872# in the dialer app. a "hidden menu" comes up and you can turn on usb debugging (SVC/LDB)

No luck guys. The USB Debugging option is grayed out (when I go through the dialer). I can't even get to the About Phone screen anymore. I only see two things in the phone's settings - Wifi and Tethering. Nothing else. I can't even shortcut to it.
for some reason i had this too.. i couldnt select the usb debugging option it was greyed out. so i was trying a whole slew of things then i found myself back at the svc menu enabling port diag so i could mess with some boxes (i was murdering frp) and i thought "why not" and click on LDB and holy cow it wasnt greyed out. can not re-create dont want to but i think it was the port diag thing maybe by turning that on i could also then turn on the ldb thing? i dunno but i broke the hardest frp yet so im smiling.
I am facing similar issue. Cannot enable USB debugging or OEM Unlock for life of me.
Tried so many tutorials on youtube.
Even dialing *#546368#*872# in the dialer app. "A "hidden menu" comes up and you can turn on usb debugging (SVC/LDB)" . That menu is also disabled for me !
I am doing this in order to bypass FRP, I'm officially stuck.
Any insights or thoughts ?
