So this could possibly gonna go in the general Q&A but i'll throw it in here and if it needs to be moved it can. So i got my moto x today from the cybermonday sale and everything went well got the sim card activated from verizon. Booted phone up signed in to google account and my signal got full bars but dropped in and out 2x in the first 2 minutes i had it on for whatever reason. During those two minutes it was trying to install all my apps as well as sync everything else and since the connection dropped i got like 100 notifications saying X app failed to update / install and it also started auto downloading 4.4(Kit Kat) and when that finished i just went ahead and installed it. So of course when it finished installing 4.4 it didnt go back to trying to reinstall all my previous apps. Is there a way to force the play store to try this again or should i just do a factory reset and start over and make sure all the apps get installed before updating to 4.4?

I think removing and re-adding your google account should retrigger that step.

well good thought but i already did the factory reset and it didn't trigger it again(who knows, if anyone does i'd love to know why) but when i re-logged in after FDR it didn't even sync my wifi passwords/wallpaper when i originally signed in for the first time. so who knows. im sure theres a reason behind it not doing these things but w/e

I have a motorola droid A4855 and I'm running cm 7.2RC2i installed gapps and ive got rom manager/clockwork recovery and so on...
Here is my issue. I have never been able to get the play store to work. I just bough this phone from a friend of mine a week ago for like $10. I haven't had a phone in almost a year and I'm still somewhat new to Android.
Well before I rooted this phone and put the ROM on it it was still on its basic ROM. I was able to at least open the Market and it would have me put in my credentials to log into google to do the sync thing so I could access and download apps. but it always said it couldnt connect. I have it running off of wifi because I do not have a 3G data package as of right now. I'm not going through a traditional US phone carrier either, although I will be in the near future here. Right now my wireless carrier is through Reach Out Wireless (a government supplemented wireless program). It runs on the Verizon network though. I check my number and it comes back as Cellco dba Verizon Wireless.
Now that I have rooted and installed CM I installed the gapps and now have the Play Store (as opposed to the Market previously). I click on the app to open it and it gives me the dialogue of "You must add an account to the device to continue. DO you want to add one now?" and it gives me the option of Yes and No. I click on yes because I obviously want to, but then the app just closes and I'm back to my home screen. I've downloaded and installed the play store from several different sources and it still doesn't work. Neither do any of the other apps that require a google login. They all ask to chose the account and there are none visible and they give me the option to create a new account but I click on that and it does nothing as well...
Anyone have any idea why this could be happening? Is it just because I don't have a data package? Every other app on my phone works perfectly fine through wifi. And I have tried about 6 different wifi sources as well at home, work, 3 different mcdonalds and a starbucks.

Problem solved. I was not installing the proper gapps package... D'OH! stupid me lol
Ok so not completely solved... The play store keeps saying that my device is not compatible with a lot of the apps I want to download. Most of them say that they require 2.1 and up or 2.2 and up. Well I have 2.3.7 with CM7RC2 on my droid correct? Therefore my device should be compatible right? I called google and they said they would check into it. I'm not sure what could be causing this to happen...
Hello. I recently got a Moto X and I've been trying to update it but when I go to settings then update. It says that there's already an updating being downloaded. Problem is, there isn't. I've tried lots of things like, force closing MotorolaOTA, Clearing data and force closing Google services framework. I've factory reset, Cleared Cache Partitions, tried downloading in a different WiFi. But none of those worked.

If it makes you feel any better I'm having the exact same problem. I was coming here to post as a last resort and saw your post. I bought the phone yesterday morning and got it all setup and saw the update so started the update. 24 hours later and it still says an update is in progress. I decided to try to install the Motorola Device Manager on my PC and it says an update is already in progress... even after I force closed Motorola OTA on the device. So frustrating to have all these issues with a new phone I was so excited about buying after coming back to Android after a couple year stint with iPhone 5 and then iPhone 5s.

I bought it yesterday afternoon. And let it update all day but woke up to this. Tried Motorola manager and got the same error as you. Its weird cause my mom got the same phone 2 days ago and is happening to her too.

Does turning on the WiFi help? Maybe its restricted to download in 4g to not eat your data plan up? Or how about doing master reset?

I was on Wi-Fi for like 24 hours straight and it didn't download. When I leave my house and lose Wi-Fi I get a notification that says " Download will resume in Wi-Fi coverage" and the progress bar shows 0% even after several hours on high speed Wi-Fi. I also tried a complete restore and it still doesn't work. I wonder if the servers are having issues?

if you aren't worried about data then you can just use rsd to flash the updated FW on your phone. or manually do it. Or you can just push the OTA update file that it is trying to download manually into your /cache folder and then when you reboot the phone it will start installing the ota. easy workarounds. I haven't ever downloaded the OTA over the air actually. just push it to my phone from a computer so i don't have to wait for it to eventually pop up on my phone durring their rolling releases

I've tried multiple WiFi networks. I'm aware AT&T doesn't allow to update over data.
I don't know if this applies, but I had a similar issue with my Nexus 7 (2013). It wouldn't see the most recent update (JSS15R), even though it had been out for weeks. It just kept saying 'Your tablet is up to date.' While it's not quite the issue you're having, it might have an effect.
I went into Settings -> Apps and cleared data from both Google Services Framework and Download Manager. Then I rebooted and checked for an update again. I think it didn't work the first time, so I tried it again.
Hope it works, I hope to be getting a Moto X soon and would like to know if this works in case it happens to me!
Weirdest thing... I was out of the house for a couple hours so the download showed as paused in notifications.... I walked back into the house, picked up my Wi-Fi, and the update popped up as being ready to install within a minute. Hopefully yours eventually come through too Doctor.

Weird. Went and clicked to update and took about 3 seconds. Must've been something with their servers.
Edit: To mod: If possible, please move this thread to a non device specific subforum, as people with different devices are experiencing the same problem.
So today I decided to factory reset my HTC One, and install back some applications I had previously.
However, after the factory reset I am unable to either install or update any application, with the Google Play Store returning: ""{app}" could not be downloaded due to an error. (403)".
I've been looking around a bit and have seen quite some others with this issue, however no solutions have worked for me. What I've tried:
Logged into Hangouts and confirmed mobile number.
Removed Google account in settings --> Go to Apps>All> and force stop Google Play Store, Google Service Framework and Download Manager, then clear cache and data for each --> Added back Google account --> Restarted device (without launching Google Play Store).
Using a new gmail account.
Clearing Proxy: I've looked in my Wi-Fi and APN Settings, both of which have no proxy set to begin wit.
Using 3G instead of Wi-Fi.
Another factory reset (repeated other steps afterwards).
Installing apps onto my device from my PC (it won't attempt to install them on the phone).
Please note my phone is not rooted and I'm not planning on rooting my phone any time soon.

Interesting, this is happening to me also after a factory reset of my HTC One. Tried all of the above, my phone too is not rooted however the bootloader is unlocked.

Yeah I've encountered quite some threads of people having this problem with the HTC One, however their solutions have not worked for me. Hoping someone can bring an answer to this thread
Yea it just seems unusual that it has happened to us pretty much at the same time under the same circumstances, maybe there is some issue with the store rather than our devices, I hope so!
Having exactly the same problem, tried everything. Even got a new handset because of the original issue which caused me to perform the factory reset. Maybe a problem with Google Play?

Picked up a Nexus 7 today - it was initially loaded with an old build of Android (Blue connectivity bars not white etc) and everything seemed to be working fine. Notification popped up for me to install the latest version, so I stopped what I was doing, got it installed and I'm now stuck with the same 403 errors as everyone else.
Looks to me like a Play Store issue but damn infuriating seeing as I can't even put any basic apps on my shiny new Nexus.
Noticed on another forum earlier that someone was having the same issue, and a guy responded saying he'd returned his Galaxy Tab to the store it came from today (Curry's, I think?) and after the staff there contacted Samsung - they were told that it was an issue with the Play Store. No obvious citations of course, but seems pretty legit what with everything else going on.
And now we wait...

I tried resetting/clearing everything thinking it was my phone cos I just recently rooted and flashed this brand spanking new HTC One (it was a replacement for my broken HTC One that had a working store :crying, until I went ahead and Googled this annoying error.
Seems like it's a problem on the Google end! =/

So i had posted before that I was having issues with my Google services. I was unable to get into Play Store, Gmail, Hangouts, anything that goes through a Google server. I tried wiping everything, force stopping, clearing cache, all the basic fixes. It worked again after I would flash a new ROM for a while. Nobody could figure it out. Samsung was stumped, AT&T was stumped, and a few guys on here were stumped. AT&T sent me a new phone and things were working great. Rooted, ROMd, everything. Went about using my phone as normal. Then, a couple days ago, the same thing started to happen.
A thought popped into my head today. On all ROMs I tried to use I always installed Freedom for free in-app purchases. I also installed it on this phone, but only on the custom ROM. I have been using the stock ROM perfectly. I went into Freedom and stopped it properly by pulling up the settings menu and hitting Stop. Then I uninstalled it. Straight away I went to Play Store and I had access again. Same for Gmail.
So my assumption is that Freedom caused the issue. It took a while because I havn't used Freedom in a month or so and the issue just started happening. However, once I removed it properly everything worked fine. When I wiped my old phone I never removed Freedom so i'm not sure if that messed something up that a basic factory reset couldn't fix. The other reason this is an assumption is because I was not able to test this on my old phone. But I figured I would let you guys know. If you have issues with Google services and have Freedom installed, try uninstalling it. But first, MAKE SURE YOU STOP IT FROM THE IN APP SETTINGS!
This is probably one of the more frustrating features that I have seen on this device. Whenever I wipe (per say to go to another rom) in the setup process there is no option to select restore from a nexus 6. Only from my tablet and NY old note 4 that I haven't used in 2 weeks. This is really frustrating because I have to manually download all the apps that I use on a regular basis. Is there a way to fix this? Has anyone else run into it?
Why not just use titanium backup. I find it much easier and much faster.

I have exactly the same issue. It's incredibly irritating to have to re-set everything up including wi-fi settings etc. etc. I don't understand why it keeps showing just my old Nexus 4. I've learned my lesson now and will do a nandroid next time but that is something that should be working anyway.
I think there's a lot of us with the same issue. Tb is fine but I want my settings to restore also.
Yep it sucks, trying to use Google to have a solution but still nothing everytime I try to clean flash I need to select setup as new device since my last backup is almost 50 days old.
I could use titanium backup but why download an app when my phone is supposed to do that without the need of an extra app
It hasn't backed up mine either... Nvidia Shield backsup just fine but not this... I can't understand what's going on.
I posted what worked for me to have my Nexus 6 show up in my Google Play devices in another thread earlier as I was having the same issues, then noticing that the Nexus was not showing up in my devices on Google Play.
Basically, a few days ago, all I did was go to "Backup and reset" in the phone settings, turned off "Back up my data", then turned it back on again and my device finally showed up in Google Play and is presently up to date in the "Last used" column at this time. As noted in the other thread, I have not reset the phone since but hopefully now that the phone is in the list and updating, it will be an option next time I reset the phone.
This worked for me to at least get the phone to show up in Google Play. I hope it works for others that might be having the same issue and hopefully with the phone showing up in Google Play, an automatic restore will be possible after a reset.
