I searched through the whole forum but I did not find any thread regarding the problem I have found.
I own a Nokia Lumia 1520 (RM-937). It was flashed with WP8 version from APAC.
I updated it to WP 8.1 via developer preview app.
Language and region is set to german/germany.
I have a 32 GB SD card.
Now its working almost as expected and with known issues.
But one thing is very bad: This device has almost 2 GB of usable ram. But when I minimize an app via Windows Button (e.g. Internet Explorer; only one tab opened) it constantly reloads the whole page after only 30 seconds of being minimized.
The same for other apps like amazon kindle.
It feels like an android device with only 512 MB of ram.
It only costs seconds. But IE eats all my contingent given by my provider. I have LTE enabled and the page is loaded so fast, that I cannot stop it.
With WP8 the browser stayed in memory even for days without reloading the pages.
So I expect that behaviour from WP8.1 too.
Reboot helps only for couple of minutes.
Even with all other apps closed (hold back button and swipe down the app to the bottom) that behaviour is there.
Someone here with equivalent experiences? Any help?
You can test this: Open IE. Load a website. Minimize via Start Button.
Open other apps and use them for a couple of minutes.
Afterwards open IE and look if the page is beeing reloaded.
Is there any method known to look, if there is any app that blocks the memory? Like a task manager?
Maybe it's only an error that happened during the update!?

Windows phone 8.1 multitasking now is similar to windows 8 multitasking, that is, an app still runs in background for about 10 seconds after you leave the app.
The system also does a lot better at suspending apps and saving their state upon tombstone, so even if you leave the app and said app is automatically killed because you opened too many apps, the system will restore its original state when you open it again.
I do not have any issues with internet explorer running in background after i disabled all background communication for it from settings.

I know these new behaviour and read about the differences.
Whats strange now: I uninstalled the app "Battery", deleted temporary files, made a system backup to OneDrive, copied some files from phone to my PC, installed the Microsoft App "Diagnosis" to give a message to the developers and now this strange behaviour is away so far.
Ok, I have to consider again, that this version is only a "Developer Preview".
When I have news about this problem, I'll give a message in this thread.

I am aware of the Oxios Memory Program and the use off Task Manager to save memory but I have some questions.
1. Is there a way to really shutdown a program after Using it, without going to Task Manager or something like that? I tried the HangUp Button, Home Button, Go Back button etc but it's not really shutting down the program, and only a few program's has an Exit item build in the menu.
2. Is it possible to get a list of current running applications (like PPC phones have in the top right) or an other way to navigate trough currently running applications. Sometimes I'm using mail, a Game and Media Player together and then the only way to navigate between them is by using the home button and then go back trough the list of apps, though this is very limited.
To my knowledge there is nothing like this. A solution would be to remap a hardware button state to the task manager to more easily launch.
Yeah I've modified my homescreen with a small Launcher (just the Standard last opened Apps Launcher, nothing special though). This quickens everything a lot, but as you other users know is still not optimal.

I'd recommend you Smarttoolkit (free download here). It combines hibernation (like oxios) and superb task manager (and other features). I use version RC08, because RC09 doesn't always work properly for me...
First I thought STK was some sort of Tweak Utility, but I recently saw some screenshots of a flasy program and download -> installed that and I loved it, it only had some hang up issues but after downgrading to RC08 this was reduced to almost nothing.
Later on I noticed the program I was using now is the programm you recommended me, thanks after all.

Another great program to run alongside STK is AppCloser http://wwwu.edu.uni-klu.ac.at/apitman/appcloser/index.php
Very easy to set up and you can add the apps you want to automatically close when you press home into a text pad.

I run on s620 but works on all Windows smartphones, just looking at the s730 thread due to thinking about getting one.
A lot of times I will get random programs that I never use listed as open in the task manager. Mp3 store, nba league pass, documents to go, they all keep opening up again even though I never use them. Is there a reason for this? There are other apps that do this too, I just listed the ones I see most often.
Yes, this is normal. Android loads applications until the RAM is almost full, so they're ready to pop up in an instant when you actually launch them. If an application requires more RAM to work with than available, the system will shut down some of the inactive applications.
There are those task auto-killer programs out there that people use because they think it makes their phone run faster or tidied up, but in fact, most of the time they will slow it down because applications will take longer to start. And consume more power, because there's more work to do when starting an app. A properly written application won't consume any power when inactive, and the RAM has to be powered anyway, so that's why you want it to be used as much as possible.

Is there anyway to exclude certain apps from opening up? There are apps on the phone like mp3 store or the stock messaging app that I would never use, so it would be more worthwhile to get the system to keep apps I actually use open instead of just random ones.

Search.. All your questions have been asked and answered before.
Can't see why this is the case (but it obviously is) as long as I have lots of free disk space and not many apps running at the same time. Any logic in this?

There seems to be several things causing this, but the two key issues are:
The moviNAND (the internal flash drive/"SSD") firmware seems to have an issue with fsync() taking extremely long. E.g., it slows down whenever a file is written/updated on the internal storage.
RFS, the file system used by Samsung is buggy as hell and corrupts data after a while.
There are several topics on these issues in the Android Development forum. There are also several "lag fixes" trying their best to overcome these issues. Go check them out

We have no idea if that is ACTUALLY true.. Just because fsck picked some things up on 1 phone, doesn't mean it happens everywhere.. Furthermore, it doesn't mean the problems detected affect operations
that has no truth at all about more apps slowing down the phone, my phone is the prove
Before jpk i didn't noticed slowdowns with aprox 100 apps, now i do on jpk =/

and that is what most people does not realize
they need to Optimize the phone, most people take it for granted
the phone is not a phone, the phone is a mini computer that fits in your hands
just like your big desktop PC it can go crazy if you don't take care of it

Can you tell me why with the same apps installed on the Nexus it doesn't lag like the SGS?
Can you stop blaming users when is the phone which doesn't work as expected?

utter ****e -i have well over 100 apps on my sgs and experience NO lag whatsoever!

just install autorunkiller and a good task manager then all the problems will be gone
stock ROM is very fast when you maintain the phone

With autokiller the phone is still laggy.
And please, stop thinking I'm stupid or I don't know a **** about smartphones, ROM's changing, firmware or knowing how a phone must run.

I have about 190 Apps installed and do not experience any diferene in overall speed of the phone. But only because i know that a lot of the programms start on boot and stay in background.
I have more than 15 apps turned off with the full version of autorun killer to prevent the auto restart of the apps. Otherwise the phone would definetaly slow down.
It´s really incredible what apps start on the boot!

Do you need to be rooted ti use all of the functions in autorun killer? I am not rooted.
Can you compile a breif list of the "biggest culprits" to stop with this utility to gain back the most speed and efficiency? I am a bit nervous that I will stop the wrong items and somehow damage my phone...
Autokiller and task killers are not the solution here! Quick lesson on Android, and why having even A SINGLE BAD APP is going to ruin your whole phone!
Android has something called an 'Intent'. In order to start an app, an intent is made by your launcher or a button you press, and the Android system reads this intent and works out what app it needs to start up.
There is a second type of intent though, called a 'Broadcast Intent'. This is an intent that is sent out to anything that is registered to listen to it. This means that an app can register to listen to all sorts of events, such as battery level changed, application start, or a tons of other things. Even if the application is closed, if it is registered as a listener, Android will start it right back up so it can deal with the intent. If the intent comes every 5 seconds, Android will run this app every 5 seconds even if you have a taskkiller killing the app.
The only real solution is to not install apps which are bad! Finding bad apps is a real mission, too. Hopefully in the future, utilities will be available to let us track down these terrible apps, but till then, you'll have to work it out yourself.

No need for Root to use all features of Autorun Killer. I would disable only the apps you know and which you do not need at startup and running in background, such as (in my case) Paypal, App Center from Androidpit, Daily Briefing, Photoshop Express, Word Press, TweetCaster, etc.
Every of these apps works normal, even when deactivatet on startup.
So unless you do not disable system apps (must be previously set enabled in settings) you are safe.

There is an app called Autostarts at 0.95$.
It shows what is launched au startup, when you enable/disable wifi etc.
It think it gives insight on how apps seems launching out of nowhere.
I also reccomend Watchdog Task Manager Lite, the free version.
It does not kill anything, but notifies and logs the bad apps that consumes over a certain CPU percentage.
I get the point that splash screen look good instead of boring black screen ( if app takes time to load). But I am right now an Android user and thinking of switching to Windows Phone 8. On Windows Phone OS, it looks like most app have a splash screen. On Android, there is no splash screen in most apps, they open instantly. But on WP, why don't apps open instantly especially 3rd party apps.
Sometimes I'm in a hurry I just want to use app instantly, so splash screen may be frustrating, don't you feel. On Android and iOS, apps (3rd party also, apps open instantly, hen why not WP8???)
And I've seen videos where they tap on Display + Screen settings and it says "loading..." to load the brightness option. Even in System settings...?? Why??? Lumia 920 has 1.5 GHz processor.
On Windows 8, even the built in Mail app has splash screen which sometimes stays for 3 seconds (sometimes only, mostly it opens in 1 or less seconds)
NOTE: Some may say that I being an Android user just wants to talk bad about WP. But that's NOT true. I love WP, I am just asking this because I want to buy WP8.
I'll Keep my comment on Win 8 short: if an App is closed it takes time to load and Displays a splashscreen. If you Keep it open you can return to it instantly. It's pretty much the same on Android: if an App is closed it takes time to load (at least on my SGS2 it does) if I tap on the Icon again it Returns to the App instantly.
With WP7 the handling of tiles is differently. If you start it from the Live Tile it always creates a new instance of the App. JIT compilation takes place (which takes time) and until that is done the Splashscreen is displayed.
With WP8 the compilation to native is done in the Cloud which makes for a lot faster Startup times. Also developers can now decide to Support the fast resume behavior if launced from the tile (Facebook e.g. supports it and you return instantly - unless you closed the up instead of simply navigating away). By Default WP8 App's Project templates don't even include a Splash Screen anymore (several Apps that have been upgraded from WP/ still retain it though). My two Apps basically Launch instantly even when they are not already in Memory so this no longer is a Problem caused by the System.
As for System Settings. The actual settings of WP8 don't exhibit any problematic Launch behavior. Some OEM Apps are integrating themselves in the Settings menu though and for whatever the reason they sometimes take a Little time to load. I still prefer it if the System tells me that it is loading something instead of the Screen simply blanking. Blanking sometimes though can feel faster.
WP8 apps are still ok. The loading is not that long. But W8 apps take seriously long, especially the store. I think it should be more like the WP8 store app. It lets you open instantly and update the content on the fly. That way it feels more responsive.
Windows 8 apps load so painfully slow because apparently microsoft gave up to something they've been preaching to WP developers for several years: They perform an awful lot of things at application start up. This slows down start up considerably, but also makes the app snappier afterwards.
Whenever I use chrome on my nook hd plus (running the nook stock software) and press the home button the home screen has to reload it takes like 5 seconds load. It happens with some other apps to but mostly just chrome. Running nova launcher fixes this but I would like to use the stock launcher. I get the nook isn't the most powerful device on the market but
With 1.5ghz dual core proccesor with 1gb of ram it shouldn't have to do that. I've tried task managers on auto kill and even ram managers and apps that modify the built in android task manager (although I dont have root) I tried dolphin browser which seemed to work fine but would rather use chrome. Any way to fix this?

Most likely its ram.
Android will unload/suspend background apps when running out of memory. As we all know browsers are memory intensive applications.
in fact the more capable your browser the more memory it will need for pages, images, plugins, additional processes such as flash, js, etc.. .

The activity is completely obscured by another activity (the activity is now in the "background"). A stopped activity is also still alive (the Activity object is retained in memory, it maintains all state and member information, but is not attached to the window manager). However, it is no longer visible to the user and it can be killed by the system when memory is needed elsewhere.
