Thank you. What worked in my case was:
1. Boot into recovery
2. Mount system
3. Use file manager to get to system/apps and delete "htcsetupwizard.apk" & "HtcOMADM_SPCS.apk" (!)
4. Unmount system
5. Reboot to OS

Backup everything if you have anything important on your device, and then wipe everything in TWRP except Internal storage, and then flash a new ROM.
After flashing,
1. Boot into new ROM without deleting anything
2. Once handsfree activation shows up, reboot into recovery
3. In recovery, delete HTCSetupWizard.apk
4. Wipe dalvik cache
5. Reboot and you should be done.

I've searched the Forum but I'm so over-my-head that I'm not really finding my exact issue and I'm kinda trying things willie nillie which I know is going to leave me with a bricked phone.
I tried following the rooting guide at http://htconeroot.com/htc-one-root/how-to-root-htc-one-windowsmaclinux/ and booted into my Sprint Rom successfully with the SU installed. Then I added the Android Revolution rom and tried to flash it. Since that point I've had boot loop issues.
Android Revolution will boot loop to the bootloader and not even attempt to get into the OS. When I tried installing Viper Rom, I could get to the unlock screen, but when I'd unlock, the screen would display a white page with "htc" on it, then eventually reboot. I then tried to flash the stock Sprint Rom. It will load to the lock screen, but not unlock, and will reboot eventually. Finally, I tried following the instructions here from a similar situation: http://forum.xda-developers.com/showthread.php?t=2411137. When I go through the first tutorial the [SOLVED] post refers to, I get the error that warning: seek lseek64 failed when I try the second step. I also can't get RUU to work because when I turn my phone off and plug it in, it automatically turns on to the bootloader.
Presently the bootloader reads:
tampered
relocked
security warning
m7_wls pvt ship s-on rh
hboot 1.55.0000
opendsp-v31.120.274.0517

It looks to me like your not unlocked anymore. Your Bootloader should say Unlocked, not Relocked. I would go through that process again before you do anything else.
EDIT: I found this, and it is great. Very user friendly, and will also help you achieve S-Off. Just follow the steps.

did the following:
fastboot flash unlocktoken Unlock_code.bin
Chose "Yes" to unlock bootloader
Allowed phone to reboot
--Attempts to boot into the rom, but is non-responsive
--Will reboot periodically if left alone
Now in hboot it says *** unlocked ***, does not have the security warning, but still, I can't seem to get the rom to ever boot properly. Also I still can't RUU because the phone won't shut down (and because I'm unlocked again).
Thank you for your help - any other ideas?

Ok, so after some pretty extensive research here is what I have found. First you are on a newer HBOOT version than I am (not sure how this happened was pretty sure I updated, but who knows), so the only way for you to achieve S-Off is using rumrunner. You can find that info at the link below. Do that first, then after that you should be able to complete the rest of the steps in the [SOLVED] forum you found earlier. Fingers crossed this works for you.

Maybe I'm misreading it, but rumrunner requires you to be able to boot into a rom.
Went through the steps in the guide posted as a solution to your second link (http://forum.xda-developers.com/showthread.php?t=2503646) and there's no change in behavior, though my information at the top of hboot now reads as follows:

Scratch previous post about USB connection - it's just acting weirder than before but still allows sideload.

PM me your google username, and I will chat with you on Hangouts. Maybe we can figure it out that way.
I was speaking with a friend and he thinks that this may have started because I flashed a GSM rom accidentally instead of a Sprint-designed-rom. Also he said my hboot might be the wrong version to go through the fix that MrFixIt and others have posted where you use fastboot to go through the oem recovery to sideload a rom.
Any ideas would be welcome at this point.

Hi guys basically i messed up, I tried installing a ruu.zip rom via TWRP which got stuck.
I then hard reset the phone and now there is no OS.
I can boot into the bootloader and TWRP recovery (2.5.0.0)
I have tried to flash several roms via sideloading and OTG but they keep failing.
The phone was rooted and had a unlocked bootloader and was running 4.1.2 android stock.
As you can tell i'm quite the noob. any help would be appreciated.
Forgive me if im in the wrong thread etc

I know he's using the wrong TWRP.
but......... im thinking this is his RUU (based on his current rom version and his baseband version)
http://www.htc1guru.com/dld/ruu_m7_..._10-33-1150-01_release_311663_signed_2_4-exe/
But to be sure I need his cid at least.
doesn't seem to know what he's doing with custom rom's, so this will put him back to stock, at least he'll have a working phone. :good:
EDIT: correction, that's not his RUU.

that is an M7_U ruu, and the OP is M7_UL... but right now RUU is irrelevant / a premature step
i can assume the OP is angry, frustrated, and panicking, so first priority would be to get his phone up and running, just to alleviate some of the tension... so let him flash a proper recovery for 4.4+ ROMs, then the installation will go fine, and then he's relaxed enough not to hit his phone with a hammer
I managed to "successfully" flash the ViperOne 6.1.0 ROM onto my HTC One (S-On.) However, I get a message saying "Process com.htc.htcdialer isn't responding. Do you want to close it?" This causes my phone to automatically reboot every couple of minutes, making it useless. I also noticed some thins don't work such as the Play Store and the search bar on the home screen. It is apparent that something is wrong with the flash (even though I tried to flash it twice after I saw this behaviour the first time and I did wipe both times.)
What is going on? How can I fix it? What causes it (what I really want to know is if I were to fix it and then attempt to install the ROM again, would it cause the issue again?)

its kind of tough to tell over the internet.
press the vol up plus power button until the phone restarts on its own. keep wifi turned off for this.
if you have a case and/or screen protector on, they could be causing an issue.
has the phone been dropped?
is fastboot ticked? if it is, disable.
if you installed or uninstalled an app prior to this, try and remove those recently added apps one by one and test to see if the phone returns to normal.
if the phone does not behave, you may have to do a factory reset.

1. Post your fastboot getvar all
minus serial number and IMEI
2. Find the Stock Firmware / RUU for your device
3. Flash Stock firmware / RUU reboot to recovery do a factory reset from Stock Recovery.
Flash TWRP 2.6.3.3
http://techerrata.com/browse/twrp2/m7
fastboot flash recovery openrecovery-twrp-2.6.3.3-m7.img
fastboot erase cache
fastboot reboot-bootloader
now you can push your rom to the phone
adb push rom.zip /sdcard/
or adb sideload rom.zip
just be sure the rom.zip is in the same folder as adb/fastboot
all you should have to do is flash the latest radio. This happened to me when I flashed a custom kernel. It broke radio for some reason.

Seriously. Try flashing radio before going through all this other stuff. Worked for me in the past. Just Google for xda and sprint HTC one m7 and radio and you should quickly find the link to radios. You install the latest one in TWRP, just the same way you flash a ROM
If the phone won't stay on long enough to transfer the radio from your computer to your device, try adb sideload. If that won't work, do you have an old restore you could go back to temporarily that won't reboot on you? If so, do that to get it on, then flash the ROM, followed by the radio. Hope this helps.
Important: My directions are for the Sprint m7. You should find the latest radio for the m7 for your carrier. That is important, and why you always need to let us know as much details about your phone as possible. Thanks.

1. Post your fastboot getvar all
minus serial number and IMEI
2. Find the Stock Firmware / RUU for your device
3. Flash Stock firmware / RUU reboot to recovery do a factory reset from Stock Recovery.
Flash TWRP 2.6.3.3
http://techerrata.com/browse/twrp2/m7
fastboot flash recovery openrecovery-twrp-2.6.3.3-m7.img
fastboot erase cache
fastboot reboot-bootloader
now you can push your rom to the phone
adb push rom.zip /sdcard/
or adb sideload rom.zip
just be sure the rom.zip is in the same folder as adb/fastboot

it's not a Rom it's a TWRP Backup
you have to restore it like any backup
it's in zip format just for download
you need to unzip it and push it to your phone
adb devices
your_serial_here < you need this
adb push nandroid_Folder_Name /sdcard/TWRP/BACKUPS/your_serial_here/
it's a large folder it will take time to copy to your phone
then in TWRP / restore / nandroid_folder_name
Swipe to restore
Example path to backup
L:\TWRP\BACKUPS\HT34********\2014-09-14--11-05-53 KTU84L release-keys
I have the same issue. After the last OTA update the phone began rebooting at different times. I didn't notice this until a couple of days after the update. I tried a factory reset and when the phone restarted it would come up with the htc.dialer error message and reboot. Contacted HTC and after trying everything they told me I was advised that it had to be returned to them. The details below are after the OTA update

Since then I have unlocked the phone and tried two custom ROMs. With ARHD 71.1 I can cancel the dialler and the phone starts up but there is no network and the dialler error message comes up every couple of minutes. With AOKP there is no dialler error message but again there is no network and now with both ROMs no OS shows.

It will install stock with root if you install an OTA you will have to reroot afterwards.
Obviously if you select no to stock recovery you'll stay with TWRP but OTA installs will fail.
One last thing if you ever thought about going s-off do it before you use any OTA updates.
With hboot 1.56 and stock Rom you can s-off with rumrunner for free. If you update to hboot 1.57 the only method is Sunshine and it costs $25 :good:

About the stock recovery, it's normal for it to go to a black screen. After a while it should display an image of a phone with red exclimation. That's normal too.
At this point hold volume up and press the power button to see the recovery menu. Ignore the errors about mount sd card that's also normal

It's totally up to you it depends how you feel about it. If the device still has warranty you will need s-off should you ever want to claim on it. It's also the reason I pointed you to the Stock reset rom rather than the RUU. Because the latest available RUU for your device has a lower firmware version than currently on the device. So you need s-off to use it.
But if your not that bothered then just go ahead and keep the device s-on. It just means that if you update the device and then later need s-off for some reason your only way will be Sunshine which you have to pay for. So i preffer to make people aware of it. But its totally up to you :good:
Basically I've had a problem for about 4 days now, I had installed CWM and SuperSU, so my phone was unlocked and rooted. I then decided to install something called ViperOne I believe it was a theme. But I must have missed a major step as my phone only boots to the second part of the HTC boot, it then freezes. I have tried everything to fix my phone, quite literally. if you read the instructions from the ViperOne thread, you should use TWRP recovery to flash it an not CWM.

No don't worry, should be really easy to fix.
And finally you shouldn't flash something if you are not sure what it is...

Read the instructions on "How to Flash" on page one of this link
http://forum.xda-developers.com/htc-one/general/lollipop-ruu-zip-small-collection-t3053944
And then flash this ruu from page 1 also
