If your device has an Exynos soc then you might have to wait 7 days for it to appear in developer options.
If you have a snapdragon soc then you won't get the OEM switch at all! The OEM switch is for Exynos (international) versions only! Also your bootloader is LOCKED!
(This is weird found a sammobile.com page says that g973u has exynos soc and on gsmarena says snapdragon soc.)

You have to enable developer options:
Under Settings option, select

From what I have read, buying a US-based Note 9 (Snapdragon chipset), I will not be able to unlock the bootloader.
1) Is that correct?
If I buy an "international version" (Exynos chipset), I will definitely be able to unlock the bootloader.
2) Is that correct?

No, you can unlock the boatloader on both of these devices. However doing it will trip Knox.

Unless you are talking about the N9600, the USA versions N960U and N960U1 cannot be bootloader unlocked.

Edit: thanks for the info, but I found an eBay auction that gave me an IMEI and Ting said that the N9600 will not work on their network.

Do you don't have a exynos that's a Canadian variant.
The Canadian variant is a North American snap dragon.
Have to unlock bootloader first then install magisk. See developer threads for bootloader unlock service only if it's on bootloader version 1. To check bootloader version it look in settings/about/software the number 5th from the right is the bootloader version. Your 991w should be a snapdragon processor. The exynos model is 991F and you can unlock bootloader for free you can get oem unlock to show up by following guides on google.
I have the Verizon variant of the pixel 5 and, unfortunately, the oem unlock option in the dev options is greyed out. The phone is completely paid for and what not. Is there any way to get around this? Such as flashing stock firmware of an unlocked device?

No, sorry.
Consider selling it on Swappa and then buy the unlocked variant.
I've read all the threads I could find and on this model some of those options do not exist. Phone is unlocked. Am I out of luck? Or is there something I've missed. Thanks
AFAIK you can't OEM unlock a Snapdragon SoC based phone.

Usually on a forum, more information = more helpful answers.
What model, new or used?, does the phone belong to you (used by you previously) or someone else?
What kind of lock are you talking about- forgot password/PIN type or FRP lock or locked bootloader?
Frp lock and is a used phone,
