Is there any rom out there that doesn't have gapps included? Thanks

This is not an answer to your question, but just some info... While I don't know the mechanics of it, it seems there are extra challenges to building roms for the last couple pixel series without Gapps. I've assumed it's the A/B thing or the vendor files but what the hell do I know. Lol
Some folks have done it once in a while but without a strong demand they seem to peter out. Hopefully someone here can point you to a project that fulfills your needs.

I looked at the ROMS threads but didn't find any stock AOSP rom with no Gapps. Do you know where I can see it / link?

Alternate Gapps flash?

I was wondering if it is possible to get a proper working rom if I were to take the gapps zip file from one rom and flash it with a different rom? Or are gapps rom specific and won't work with any other rom than it's intended rom?

Gapps are ROM specific for many custom roms, as the developer has tweaked it to be compatible with his rom. I dont think it if you flash Gapp of one ROM with any other ROM it will work.
What exactly do you have in mind.. Which Gapp & ROM do you need to flash?

Although I like flashing & experimenting, I have not tried doing this & I doubt it will work.

Well, go ahead and try it. The worst case scenario is you'll have to reflash PA.
Side note: I flashed Gapps for Nexus 7 on N7000 CM Rom and it worked. You never know if you don't try.
So far the flash is working good

This is great! I have been fiddling with the Nitrogen OS rom for ages trying to make it pass with no luck. This is exactly what i wanted! hopefully this is not more buggy or laggy than other roms.
GREAT rom! Everything works. Tried flashing Hellspawn custom kernel for the the exponential backlighting, colors went askew. So switched back for now

Idk honestly I gave you links to generic ground zero ROM threads/pages not mako specific
I would guess they are unofficial builds
Is this ROM have full substratum support? I want try also another ROM called Tipsy from the same developer as Valdius.
Tipsy - AOSP based
Valdius - LOS based
I can't remember I've been running dirty unicorns for while now

It shows Mako as having a maintainer so I would say it is official again.

I have tried it and it works but i would not recommend as it surely is stable but i would say stock one ui is smoother and much more stable.
I have tried android 10 gsi (aosp) also android pie aosp and i preferred going back to stock one ui.
