I have an htc one m7 for verizon. ulocked bootloader and s-off. For some reason recovery software will not load. I have tried every way possible to flash twrp and cwm. they just will not load. Anyway I was able to install a RUU file through fastboot. So since I can not get into twrp or cwm to try out different roms, is there custom roms is ruu format?

I have never seen a custom ROM come in RUU form. If you have the right recovery file it should be simple.
Reboot in fastboot
"fastboot flash recovery <name of the recovery file>"
2-3 seconds later it should be done.

why do you think you need s-off just to flash a rom ?
all you do is unlock the bootloader @HTCDev.com
flash TWRP 2.6.3.3
fastboot flash recovery openrecovery-twrp-2.6.3.3-m7.img
fastboot erase cache
fastboot reboot-bootloader

copy the rom to your phone and flash it in TWRP
If you erased your phones sdcard simply push the rom to the phone with adb
adb push rom.zip /sdcard
just be sure your download is not corrupt and is in the same folder as adb when you push it
I have tried to ARHD5.3/ latest. not work for me.
The following is workable rom
-Vispor 7.1
-CM 10
-CM 11

its not a rom, its a backup so you don't flash it like a rom but you restore it using twrp.
extract all the files from the archive then push them to your twrp backup folder on your phone /data/media/0/TWRP/BACKUPS/Your phone serial number/date of backup/
then in twrp select "restore" and select this backup.

you have successfully restored the android backup and it doesn't work?
In twrp, wipe everything + format data then copy the nandroid backup to your phone and try to restore it again.
