First, I HAVE searched for 3G speed ups, 3G adjustments, ect. I HAVE read the WiKi until my eyes are RED without finding any solution to my problen.
Using AT&T Tilt, 6.0 Stock Rom/Radio
Rom:1.62.00.00
Radio:1.27.14.09
Prot:22.45.88.07H
My 3G down speed is 141k with .49 sec latency. This sinks!
Things that I have tried:
Larger RWIN.
Increase connections
Increased re transmits .
Three browsers PIE OPRA NetFront.
WiFi speed 1.456k .02sec.
It takes an enormous amount of time "Locating" and "Opening" a page before it begins to load.
Perhaps a different DNS server might help that but can not find any info on how to change the DNS server.
Any help would be appreciated. It is still within the 30 day AT&T return window and if it can't do better than this, it is going back.
You can probably thank all those 3G iPhones. After they hit the market my speeds plummeted too.
Have you tried other radios?
Indeed, you'll have to put up with it, be it with the Tilt or any other phone. Data network usage has increased a lot following the release of the 3G iphone, and in some places the network just can't cope.

Tell me about it! The only place I can even think about getting decent 3G signal these days is in San Francisco. Damn those iPhone users, ruining my great tethering experience!

Search helps ...........
Also,
https://www.opendns.com/smb/start/device/windows-mobile-5-pocketpc
It's a lot better here than it was immediately post-launch of the ipoon but it's still pretty bad. I get decent 3G speeds but the downloads stall which is worse than just going slowly.
Sometimes it'll download a 200-300k file to 90% almost immediately then just sit there forever. I have to cancel and restart the download a few times. Very annoying. Better than it was before still.. A few months ago there was nearly zero chance of downloading anything over 3G. Email took forever to sync, and downloading in IE/Opera was impossible.
Interesting experiment I tried though... I took a file, blah.jpg. Copied it to blah.png blah.exe blah.zip blah.lkdjfa etc... Blah.jpg, .png, .lkdsjflak etc, all downloaded pretty reliably. .zip, .exe, .rar, etc... did not. I haven't seen anyone else suggest this sort of pattern, but I found it very interesting.
I'm using OpenDNS now too w/ AT*T's 3G (H). So far it's an improvement, but still not what it used to be. Still stuck between 600 - 1020 kbit/sec w/ .302s latency. I used to be around 1300 religiously.
Thanks for your replies. I did some testing and here is what I have found. I ran a series of 10 tests in each situation and tossed out the high and low and averaged the rest.
First, changed the DNS server and that made quite a difference in the "Location" time but of course did nothing for the down speed.
Second, with DSLreports Mobile speed test using 1 MB block, I found that PIE was twice as fast as the NetFront browser that I was using. The same was true loading large pages such as CNN.com. Darn, I really liked NetFront. I will have to try some other browsers.
Third, I found that using software and header compression made no difference.
Speeds last night around 1am were avg around 145k, today at 12pm the are avg around 700k with PIE and 325k with NetFront, go figure.
What is the WINS address and would it help to change it?
Can I change to a better access point? [mine is wap.singular]
Is there a way to do something similar for the streak 7 ?

I am sorry if this is wrong section.
I've been throttled last month and i did not notice much speed change. The few times i did get fully throttled, i usually just use the internet2 apn and im back at mostly full speeds. (2-5Mb/s down 1Mb/up.0
Edit: Nevermind; I just asked the internet. Funny thing is, I tried internet2 and actually got faster speeds on it. I'll have to test that out some more.
So this morning I wake up to find I have no data again. And I mean NO data. It doesn't even try to load a page. Just says no network connection. And in setting it tells me.no conection due to wrong apn. I have changed nothing on this phone. Anyone having the same issue?

I've had the same thing happen to me tonite...started about 2 am, couldn't access data on my vivid till around 5 this morning...I wrk nights n totall rely on the phone to access data to kill my time, was really pissed...btw my location was in houston. Seeems to be working now but I see some decrease in the download speeds.
Ok. I seem to have it back now. But I didn't get it back till I cleared all my internet data. Not sure what the hell is going on. I'm guessing we are going to see this from time to time while att gets its act together.

Same thing happened to me last week. I started downloading some music off MOG and around midnight my data was gone. I sat at work all night trying to figure out what happened and at 7 am ATT sent me a text saying I've been throttled for the month
I am having a very frustrating problem with my tethering. For some reason my phone is picking up on my tethering partially. I have used up my data quota for the month, however I am rooted. I have tryed CM12, CM13, Rooted Stock, and a few other Roms. I can directly test to see if it is fully hidden from detection, when I go to speedof.me I am getting about 100-200 kbps (And yes that is kilabit and not byte). My Playstation 4 is recording around 150kbps but many sites load very fast with a few of them as an exception. Does anyone have any suggestions on how I can fully hide my tethering usage from T-Mobile? Obviously if I go on Speedtest.net I get flawless speeds because T-Mobile allows speedtest.net without using data.
Thanks!

Use an app called Wi-Fi Tether Router from the play store. It's a paid app, but it is worth it and I have used it on multiple devices.
as far as i know, you cant hide the tethering from tmobile as of android 6.0.1(i could be wrong though). anyways, tmobile gives you tethering for free. unlimited tether on all plans except the unlimited high speed data plan, which they give you 5gb.

Speedtest.net is allowed through T-Mobile, meaning you can do as many speed tests as you like without it going towards your data.

Sounds to me like an over-quota rate limit, not a tether-detect.

Why do you think that would have any impact on something done on the NETWORK side?

"kila" is NOT an SI prefix. You probably mean "kilo", meaning 10^3.

It doesn't necessarily take a huge throughput for a webpage to load fast. Most of page load speed is related to LATENCY, which isn't impacted by a rate limit. What I mean by that, is if a server replies in 10 ms (milliseconds), it doesn't matter if your throughput is 5 kbps or 5 Gbps, it still replies in 10 ms.
On top of that, throttling isn't always implemented in a manner that you would anticipate. For instance, if the pipe can run 25 Mbps, they might feed you 10 KB at 25 Mbps, then pause, then feed you another 10 KB at 25 Mbps. If the page you are loading fits in under 10 KB, then it loads at full speed, but if it is 100 KB, then it takes 10 cycles and you experience the slowdown.

To start with, you would need to prove that the issue you are experiencing is actually a function of tethering being detected. Pick a big file on a known fast server, and download it using wget, ON YOUR PHONE. busybox comes with an implementation of wget that you can use. So something like; cd /sdcard; busybox wget http://server.net/some_big_file.iso and see what wget reports as your speed. Then do the same test TETHERED from a different machine, and compare the results.
Sounds to me like an over-quota rate limit, not a tether-detect.
-I have unlimited fast LTE Data through T-Mobile, the problem is that T-Mobile is recongnizing my PS4 downloading as tethering but not me downloading multi gigs worth of files through my computer.
Why do you think that would have any impact on something done on the NETWORK side?
-CM12 is 5.1 and not 6.0 and they all are completely custom roms and should have no tethering detection whatsoever.
"kila" is NOT an SI prefix. You probably mean "kilo", meaning 10^3.
-Yes I do, My mistake. Was typing on my phone.

-You saying that it really doesn't matter what the download speed is? Because the last I checked the average web page is around 2MB, which would make a drastic difference when you are on a connection that only provides 150kbps speeds. That would mean that it would take 136 seconds to load a "normal" webpage, compared to instantly on a 25mbps connection. Yes there can be slowdowns due to how the server sends you the data, but I can sure tell what is normal connection speeds and what is not. 150kbps is 2G speeds and therefore that would lead me to believe that T-Mobile is detecting certain sites as tethering and giving it 2G speeds.

-I can run a speedtest on my phone through speedof.me and get 40Mbps and when I run it on my PC I get 150kbps. Sounds like T-Mobile is slowing my tethering down big time.

Yes. Just downloaded Kaspersky Virus Removal Tool on my phone from this address http://devbuilds.kaspersky-labs.com/devbuilds/KVRT/latest/full/KVRT.exe and then tried the same thing on my PC and I get 13KB per second where as my phone got 4MB per second.
Shortcut maker was used when I was with sprint to be able to hide hotspot usage as regular phone data, doesn’t seem to work on Verizon. Has anyone been able to mask there hotspot data usage count against regular data?
Just changed to the carrier unlocked version which does not check for tethering subscription: https://forum.xda-developers.com/galaxy-s8/how-to/rd-carrier-switch-root-snapdragon-t3597473
Throttling down a Verizon hotspot fix
Not sure if anybody else has encountered the sudden throttle down to 600 600 kilobytes after 15 gigs of your hotspot use speed unlimited data got me pretty upset anyways if anybody found a way to fix it that would be great. Better use below though
And the meantime I was able to find a fix for it that gives me the ability to use the hotspot and Verizon does not recognize it as being a hotspot. It requires a rooted phone and an application that has been out for at least 7 years that you have to purchase one time. And also another secret for it. When my data runs with a high spot normally I would get 30 to60 megabytes per second Now using this method I'm able to get to still 15 megabytes per second which allows me to download games and stream whenever I want to. Reply if you have questions because I really don't want the big V to figure out and take care of it. The cool thing about it is that when you go through your data usage it shows up as being data off your phone not the hotspot so I've already used up this month I might hotspot over 200 GB just to mess around and make sure it's working and I was supposed to rub it in to Verizon for screwing my unlimited package.
I don't know if this will work, but what if you clone the mac address of the device(s) connected to the hotspot to that of the phone?
