The boot animation was updated because of the Powered by Android all boot animations have to have now. Plus Motorola had changed the boot animation around the holiday time also.
And the new boot wasn't just for Verizon but all of the Moto X's.

It's not illegal to unlock your bootloader. It may be against Verizon's policy, but plenty of other phones have been unlocked against Verizon's policy in the past through various methods. They're not going to waste their time trying to trick anyone to get the information of who has unlocked.
The only person who might have a reason to worry about anything is the guy in China, although China doesn't really care much about intellectual property rights.
The major reason for the change was to remove " A Google company" slogan. That is no longer the case. And when they were changing that, they bright android logo branding and a fun boot animation. Nothing more to it. There are Dev edition phones on Verizon with unlocked bootloader. They don't care about these things.

My Indian Moto X shipped with 4.4.2 and it had that slogan. The phone was actually launched here last month after the acquisition was done. But still had slogan. On boot animation and box as well.

Do you have an unlocked bootloader? If so your phone is using LOGO.BIN, not the CLOGO.BMP that this App is updating.

This Moto Boot Services app was put out a while ago. It was also used to change the Bootlogo (Clogo.BMP) for Locked Bootloader phones to the "purple" M , and the boot animation to a wintery scene around Xmas. (see -> http://www.androidcentral.com/moto-x-and-moto-g-boot-screens-updated-holiday-cheer )
They do not monitor your bootloader status with this.
Yes, the carrier can probably poll the phone and tell your are rooted. Do they? I don't know. But I don't think they can remotely determine the bootloader is unlocked.

So updating this "app" should not otherwise break the phone's rooted/unlocked status, mess with TWRP, etc?

There are only so many petitions we can sign before it just becomes a repetitive idle threat. I doubt that enough consumers would outright boycott Motorola to get them to change either. They've already promised they would do this by the end of the year (2 days) and still nothing. At this point I'm just hoping that Google's "open software" approach will rub off.

That just isn't true! If this was really Verizon not allowing it, then why can you unlock HTC phones? The Samsung Galaxy Nexus is also unlockable. My point is that Verizon may not allow the phone to be sold/activated while unlocked, but they can't stop unlock solutions from being available. This is entirely on Motorola.
Google is clearly an advocate of open/unlocked software. The Android platform and every Nexus phone is testament to this. Motorola being bought by Google does make it a significant probability that they too will have to adopt this same approach to open/unlocked software. With Google as the owner of Motorola, they would certainly have fingers pointing at them should Motorola continue with locked down phones.

I don't understand why they won't do it like HTC and let anyone opt in to unlocking their bootloader. I doubt there's any real changes. Just certain IMEIs or serial numbers are able to use the unlock.

AT&T refuses to allow the AT&T branded ATRIX HD to be in the unlock program... Motorola is now releasing an unlockable version and going past AT&T. And somehow Motorola are the morons?

Yup, we've all been screwed, now we need to find a way to unlock the bootloader without moto's help. also, the only difference between that and the bell edition is that stupid at&t logo at the bottom of it... this is complete crap and such a waste for a phone with so much potential that is now just going to fade away to oblivion.

I dont expect an unlocked bootloader. I just don't like having the option for an unlocked bootloader coming out a month and a half after I got the phone. Also I spoke with moto and asked about the retail version being unlocked and they said "I can not answer that question, as I do not have permission discussing that" so I have never heard motorola say that the Atrix hd will NEVER be unlocked. They may have but I have not heard it. Either way I like this phone, but they should have said MUCH earlier that they plan a dev edition so everyone that wanted the dev edition could wait. Not get stuck with the retail version.

I remember reading that several places. It's a shame the Moto can't do right by their customers and support us, rather than bowing to ATT. I understand they need ATT to carry their phones, but there needs to be an option for us. That is what is suppose to be what is great about android, the unlimited possibilities. A dev edition phone is helpful to those that don't already have the phone. I for one will not sell this phone then spend 250-350 more for the dev edition, I'll buy a sammy phone. I believe that since we are the customers that spend OUR money on their product, we should get more support. I for one will not buy another moto device if I don't see a huge improvement in the way the support their customers.
They need to "leak" an update on one of those servers that unlocks the BL.

Have they specifically said its not allowed or have they just not added them to the unlockable database yet? I was told it can take some time for them to add them to the database. Also, the unlocking website had problems yesterday and wouldn't unlock any phones period.

The support people I talked to both said that they aren't supported. They didn't know when or if they would be supported. TMobile support was just clueless.

The Motorola website says its supported so I'd post on the official Motorola forum and ask for them to look into it.
I just got my motomaker T-Mobile device and I can't unlock the bootloader. That is the only reason I bought the t-mobile version. I think motorola wants us to be stuck with the stupid black and white device.
Ok I thought it was just me but after reading this thread I know it's not. I just got my motomaker tmobile moto x today and no dice on the bootloader unlock. Got on the phone with Motorola support and they are clueless when it comes to the bootloader. I don't get what the difference would be between a colored one and black/white one that would cause any sort of differentiation on the bootloaders.

They will likely be in two different categories so I'm thinking they just haven't got around to confirming that but I would like to find out before the end of my return window. Support does seem pretty clueless.

Can anyone confirm the model number for the T-Mobile MotoMaker version and the Dev Edition version? I thought they were one and the same which is why I went with the MotoMaker version...
T-mobile before motomaker was XT1053 - same as dev edition - and had unlockable bootloader. Is it different now?
Reading the forums at the motorola website it appears the they need to enter each phone into the system manually. I hope it is only a matter of a few days and then I can unlock.

Wonder if how I got it has anything to do with it? I bought it off a guy who says he won it at work...a cell shop. It was still wrapped in box. I unlocked it to work on Telus and all is fine. Great phone.

I am not too interested in flashing Roms...mostly just want root. And preferably custom recovery...which I need an unlocked boot loader for. No way am I messing with much without a nandroid backup. Lol
I see you can maybe root at least... But I'm no rookie, and the instructions still seem like a handful. I'm more Samsung experienced. So not a wiz with adb.....fastboot and stuff. I've used them a bit on my N7...but not much.

I've had the error with a Rogers phone, the unlock server was having issues at the time and they resolved it the next day. Are you 100% sure it is a Rogers phone? You can verify with the software version.

Assuming that's the rogers version, I am wondering how he got it...prize..or some other way....if it not being on Rogers ever...cause I unlocked it...if that plays into it at all.
I'll definitely try the Motorola site when I'm home tonight again...and keep trying until I hear from Motorola support.
I suppose if it is a US version that can't be boot loader unlocked...I'll have to figure out the root method and live with that.

Yep, its a Rogers phone. The sim unlocking portion will have nothing to do with the bootloader unlock. Try again tonight, be sure to remove the spaces in the key when after you've pasted it into the Motorola website. It will have 4 or maybe 5 of them after the cut and paste that need to be removed. When it didn't work for me several other people had posted about it the same day. I also posted on the official Motorola forums and told them the server was broken, someone passed the message to the correct person and the next day it worked fine.

I am definitely going to try over and over or until I hear from Motorola. My gut says it's something with my phone... Just cause I haven't read of anyone having an issue right now. Except Mexico or somewhere near there.

Yup. Got home from work, tried to unlock bootloader and boom. Done. Their site must have been messed up last night.
Funny story too....got an email back from a lady at Motorola support saying I can unlock my phone for different carriers...on my own....that the Rogers version does not come carrier unlocked. I sent a polite reply saying I didn't ask that....I clearly asked about unlocking the boot loader. It even said that in the email subject line. LOL. Wow.....not gonna count on Motorola support for much in the future.
So...charging phone...then twrp..then titanium backup and I can start tweaking.

For fun you might want to throw the AT&T or tmobile(retail) 4.4 kitkat on to the phone. Both will work fine.
I plan on flashing whatever I can find for sure. I'll check that out first.
Just seeing what I can mess with first. Did a stock nandroid and after I get everything just right... Another. Then I can play with roms.

What is "ultimate release 5.1"?
Which factory image version? If you took the 5.1-SU4TL-49 update you are out of luck.

Of all the Quarks, only the Verizon one (Droid Turbo XT1254) cannot be unlocked from the Motorola website. Because Verizon demands Motorola keep the bootloader locked down.
All the other Quarks (U.S. Moto Maxx XT1250, International Moto Turbo/Moto Maxx XT1225) can easily be unlocked with a code from Motorola.
So, when an exploit is found (Sunshine) to forcibly unlock the bootloader, of course any Verizon update AFTER that will be to prevent that exploit from working. Duh. Because Verizon is evil.

@jcase, whom I quoted above is the Sunshine guru. He says no. (Edit: See below. He says maybe. But the last one took a year to find.)
The Sunshine exploit worked on SU4TL-44 Stock. If you go past that, you are out of luck. The recent OTA update closes that loophole and you cannot revert firmware.
It took a year to even find the first exploit and it was unique to Snapdragon 805. The Verizon Droid Turbo is a late 2014 phone. Even if there was another exploit, it takes time and money to find them, bricking phones in the process. This is why the first exploit was packaged into $25 fee, to compensate the devs and fund their research.
This phone isn't even being made anymore, so investing any more time and money to find another exploit for people who take OTA updates without investigating is probably not going to happen, for a phone that will soon be 2 years old. There are many other newer phones that can get the attention.
People on Verizon who REALLY want a "Droid Turbo" with a bootloader that can easily be unlocked will buy the U.S. Moto Maxx XT1250. Same device as the Droid Turbo, same bands, same hardware, same FCC ID. And bootloader can be unlocked via Motorola website.
IF you don't have Verizon and don't need CDMA bands (or LTE band 13), then the XT1225 is even better. More HSPA bands, more LTE bands. LTE bands 2, 3, 4, 5, 7, 17. And bootloader can be unlocked via Motorola website.
They are all Quarks with the same hardware. The XT1254/XT1250 even share the same radio bands, same FCC ID. The XT1225 has different radio bands.

Answer is maybe. We wont be investing in another round of research for the Droid Turbo itself, if we have some research on another device that crosses over with the Turbo then maybe. A small maybe.

Actually the blame all rests on Verizon for demanding Motorola lock the bootloader. Other Quarks -- even one IDENTICAL to the Droid Turbo sold under another model name -- are not locked down. Verizon is the villain.
Credit goes to any devs who create a workaround. But it's not always possible. The exploit found took a year of research, bricked phones, etc to find. Nobody "stole" anything. The exploit was published publicly. You can write an installer yourself if you have the skill, and give it away for FREE. The fact that no one else has done so means there must not be that much demand.
But if you took the recent Verizon SU4TL-49 OTA update, you are out of luck. Simple as that. Verizon is to blame -- but so are the users who blindly take an update from an evil carrier who locks down bootloaders. The dev even created an XDA thread specifically warning people NOT to take the update! Don't know what else could be done except for owners to take some responsibility and exercise common sense?
If you are on a carrier locked down bootloader phone, and you are wanting to escape from that prison, you should know not to take any carrier OTA updates until you investigate WHY the update was published -- in this case to specifically shut down that exploit.
Of course anyone who buys this phone KNOWS it's locked down and shouldn't expect a bootloader unlock in the first place. Anyone who buys it, KNOWS it's crippled. They need to buy another Quark, like the XT1250 U.S. Moto Maxx -- which is the exact same device as the Droid Turbo XT1254 with Verizon bands and everything. Droid Turbo owners were just very lucky a dev created an exploit that could unlock the bootloader for one version of firmware.
Wonder why you created this new user name to post this one response? Already an XDA member and don't want to burn your regular user name? Or just a lurker who took the OTA update, huh? Blame Verizon and yourself, not the messengers. You bought the phone, knowing it was locked down. It's Verizon. That's what they do.
So, there was a brief window of escape, starting last November on firmware SU4TL-44 . The Sunshine devs gave you that window of freedom and somehow you are mad at them?
The locked down Droid Turbo anyone bought is STILL the locked down Droid Turbo they bought. It still functions just like it was bought. No one has harmed their phone. The only difference is if you take the SU4TL-49 OTA update it will remain locked down -- whereas before that OTA thanks to Sunshine you could unlock it, install custom recovery, root, custom ROMs. If that's important to you, then yeah, you do some research first here on XDA or even just using Google. (I never buy a phone I can't unlock the bootloader and root.)
But if you don't do research first, then obviously unlocking the bootloader is not that important to you? And the phone functions just like when you bought it.
Well folks I hate to say it but all I did was call Motorola, told them I have a droid turbo and in the developer settings there is a key to unlock OEM bootloader but does nothing. They asked for my email and sent me the complete link as to unlock the bootloader. BAM! I'M UNLOCKED!!!

Wait , what? Can you share little more info on this?? Which phone exactly you have?
EDIT: Tried this right away, of course it didn't work . They told me that it's not part of unlockable bootloader program, but to check often because they very often add new phones to the program.

how to set phone in developer setting? maybe not all the phone can get the unlock code.

Doesn't show up for Moto Maxx, but it works anyway. It did show up in previous version of website. And owners recently are still getting their XT1225/XT1250 unlocked, as evidenced by questions in my Moto Maxx/Moto Turbo guide in the other forum. So, it still works for those phones.

Show us bootloader status picture.
That will prove everything you just said, that you actually have a Droid Turbo and the bootloader is indeed unlocked. Extra credit if you post the communication from Motorola.

Probably had moto maxx or noob assistent gave code without knowing they can although I don't think they can do that, system would probably block it.

I'm very skeptical of someone with just two posts. Trolls do abound, you know. I prefer more proof than someone just typing a few taunting words into a forum. I would be curious if he was already on Marshmallow when this alleged bootloader unlock code was given.
About a year ago, someone posted how he had "flashed a Nexus 6 ROM" over his Droid Turbo and it "worked perfectly" and encouraged everyone else to do the same. 2014 Shamu and Quark were both released by Motorola at the same time, share a lot of the same specs -- and well known Motorola had a 5.2" Shamu variant in testing as late as mid-August 2014. But Google chose the 6" WHALE to be the only gen6 Nexus phone. Quark in many ways is the sibling to Shamu (perhaps the 5.2" was even re-purposed for Quark?), very similar to how the 2013 LG Nexus 5 and LG G2 were developed at the same time on parallel path by LG. BUT, you can't flash Nexus 6 (Shamu) ROMs over Quark, so matter how much you might envy Nexus development.
The only way you can do that is to disable some safety measures, and yes if you are silly enough you can brick your phone. Basically he had bricked his phone and was mad -- and misery loves company. The thread was quickly locked and everyone was told NOT to even try it.
My point is you can't believe everything someone types unless they offer some kind of proof.

You're not stepping on anyone's toes. If true, then somehow you gamed the system in a way no one has been able to do. Congratulations on your good fortune!
Just asking for a couple of screenshots for proof, maybe the Motorola communication? Maybe someone else can do the same?
Were you on stock Lollipop or Marshmallow?
